Summary Objective
This role will be responsible and accountable for directing, supervising, assigning, reviewing, and participating in the work of engineering staff responsible for the safe and efficient operations of electrical traffic control devices and Metro’s Advanced Traffic Management System; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class, as necessary.

Provides leadership and supervision, including safety guidance for subordinate personnel.

Responsible for the traffic signals’ ATMS, including planning, design, construction, implementation and testing, expansion, and maintenance.

Administrates all directives and responsibilities related to the KYTC/Louisville Metro Traffic Signals Memorandum of Agreement.

Prepares and reviews plans, specifications, and contracts for traffic system operations projects; investigate, review, and recommend solutions to traffic problems and provide technical support.

Prepares documents for solicitation of grant funding (CMAQ, RAISE. Etc.)

Monitors and manages capital projects and expenditures. Direct and coordinate vendor contracts and assist with budget preparation.

Develops RFPs and other bid and solicitation documents.

Evaluates new and emerging technologies related to electrical traffic control equipment and systems; research and test new hardware and software associated with traffic control.

Reviews and assigns engineering projects, surveys, and field investigations, and approves designs and construction modifications related to electrical traffic control devices.

Represents Traffic Division and Public Works at various meetings and provides information on traffic and transportation issues related to electrical traffic control devices.

Performs related work.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor’s degree in Construction Technology, Engineering, Engineering Technology,

or Related field.

Four (4) years of traffic signal and electrical traffic control device maintenance or related electronic experience or an equivalent combination of education, training, and experience.PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Environment: Field work and Standard office setting with travel from site to site. Work environment is both formal and informal, team oriented, having variable tasks, pace, and pressure.

Incumbents required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.

Exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, and all types of weather and temperature conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.

Physical: Primary functions require sufficient physical ability to work outside in all types of weather environments, in an office setting and operate office equipment. CONTINUOUS sitting and upward and downward flexion of neck

Fine finger dexterity: light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment.

Frequent walking, standing, bending, stooping, pushing/pulling, and twisting at waist; lifting objects weighing up to 35 lbs. and transporting distances up to 50 yards.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Must occasionally work under adverse conditions such as inclement, dust, environment subject to sudden changes, work outdoors, on wet ground surfaces.

May come into contact with water, toxic fumes, liquids or gases, allergens, around vehicles, moving equipment, electricity and in extremely noisy environments.

Involves routine and frequent exposure to:

Bright/dim light; Dusts and pollen.

Extreme heat and/or cold; Wet or humid conditions.

Extreme noise levels, Animals/wildlife.

Vibration; Fumes and/or noxious odors.

Traffic; Moving machinery.

Electrical shock; Heights.

Radiation; Disease/pathogens.

Toxic/caustic chemicals; Explosives; Violence.

Other extreme hazards not listed above.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess and maintain a valid state driver’s license with an acceptable driving history.
