Manages the Operations Controls Department for MSD’s Operations Division. Manages and oversees the installation, operation and maintenance of the industrial automated process Supervisory Control and Data Acquisition (SCADA) systems, Real-Time Control (RTC) System, and the Remote Telemetry System in the most efficient and effective manner to meet all applicable regulatory requirements. Enforces and administers physical and cyber security policies and procedures to align with NIST 800-82R3. Assists in directing Agency’s emergency response during company- or community-wide events.
EXAMPLE OF DUTIES
Directs and implements preventive maintenance plans to ensure maximum life cycle of all Operational Technology (OT) assets. Develops and prioritizes plans for capital improvements with the Engineering Division and reviews technical information and documentation, consultant reports and design documents. Manages the Real-Time Control (RTC) System, including implementation, operation and maintenance). Oversees the RTC System during weather events to ensure proper movement of wastewater to mitigate CSOs per the Consent Decree. Meets with internal and external customers to understand and prioritize their OT data and functional requests. Directs the technical training and development of staff by assessing departmental needs and coordinating staff development. Collaborates with Operational Technologies Program Manager and vendors to design, operate, document, and maintain SCADA networks and associated hardware. Develops and maintains department SOP’s and work instructions. Responsible for managing lifecycles of hardware and software including PLC’s, OIT’s, network devices, UPS’s, SCADA software, historical databases, and programming software to maintain modern and supportable systems. Acts as back-up to the Collections System & Emergency Response Manager in the role of Operations Section Chief in MSD’s Incident Command Structure.
SUPPLEMENTAL INFORMATION
Bachelor Degree in Computer Science, Engineering, Engineering Technology, Business, Management or a related field; five or more years of PLC programming experience; an equivalent combination of education and experience may be substituted. Must have two or more years of supervisory experience. Certified Control Systems Technician (CCST) Level 1 certification preferred. Electrical License preferred. Must possess a valid driver’s license. Must have an acceptable and reliable means for being contacted during off-duty hours. Must have safe work and driving habits.
