Directs the development and implementation of security policy standards, guidelines, and procedures. Develops emergency management plans, programs, and projects to promote preparedness and business continuity. Directs and maintains the vision, mission, and values of MSD and its safety. Implements and maintains a safe and secure environment for all related functions of MSD by directing and implementing safety and security policies, access control procedures, supporting risk management efforts, and overseeing fire, safety, emergency management, and asset protection. May serve as a Special Law Enforcement Officer (SLEO) for the protection of MSD properties. Directs and oversees training, supervision, and evaluations of staff reporting to this position. Develops and administers staffing assignments and work plans. Develops and administers the department budget. Ensures compliance with all federal, state, and local laws, rules, and regulations regarding Environmental Health, Safety, and Security. Serves as a regional public education agency liaison in support of the specialized services to the regional community and member school districts. Provides leadership and guidance to staff. Collaborates with the Chief of Facilities, Safety, and Security to establish programmatic direction and plan for implementation of short and long-term needs and changes. Oversees the development and implementation of CCTV (Closed-Circuit Television) plan to monitor and analyze key metrics for day-to-day operations. Devises strategies for ensuring the growth of CCTV programs regionally, and implements process improvements to maximize investigative and twenty-four-hour surveillance at MSD-owned facilities.

Develops procedures to ensure the physical safety of MSD’s Executive staff, MSD employees, and visitors. Oversees safeguarding of intellectual property and computer systems. Oversees the network of vendors who secure the company’s assets. Identifies security initiatives and standards. Ensures Special Law Enforcement Officers complete all applicable firearms, licensing, and certifications, including annual training requirements. Ensures compliance with all applicable local, state, and federal laws regarding weapons handling procedures, processes, and equipment for Special Law Enforcement Officers. Implements policies and procedures for active shooter situations. Addresses and establishes processes and training on security protocols related to gun control laws, and develops and implements gun safety guidelines for the organization. Collaborates with local, state, and federal law enforcement on gun control policies and best practices.  Oversees the procurement, training, and management of armed security guard service contracts. Oversees and coordinates security efforts across the company.   Ensures security is maintained and updated. Creates workplace violence awareness and prevention programs. Collaborates with Human Resources and Legal on changes to laws regarding acts of violence and safe practices in the workplace. Collaborates as needed to develop security procedures and processes for employee terminations, separations, and hearings. Conducts special investigations involving misconduct of MSD employees, customers, contractors, and vendors in collaboration with Human Resources/Employee Relations. Conducts surveillance, reviews analysis, and reports GPS data and/or other surveillance or detection equipment data. Directs the enforcement and adherence to safety policies and procedures.  Directs and conducts inspections of all MSD facilities. Ensures compliance with OSHA regulations. Provides support to the Safety and Security team in accident investigations. Provides direction for staff including hiring, work assignments, training, monitoring, and performance evaluations. Manages workflow and departmental activities of support staff.  Creates work environments conducive to productivity and teamwork that establishes work procedures and standards to improve efficiency and effectiveness of operations. Develops and provides security education and awareness, conducts security briefings, and participates in security inspections and audits. Manages budget, approves purchases, and negotiates vendor contracts for security programs. Evaluates site requests for security support and or supplies. Acts as an incident commander of the Emergency Response Team and fills the role of MSD emergency management liaison as needed. Responds to MSD sites in a crisis and works closely with Law Enforcement, Fire Department, and other first responding agencies. Partners with local and regional community resources such as Louisville Metropolitan Emergency Services, Bullitt County Emergency Services, Oldham County, Spencer County Emergency Services, and future regional partners. Addresses specific regional security issues and industry trends. Ensures that agency and department policies, goals, strategies, and legal and regulatory mandates are adhered to as required. Oversees the development standards that integrate all local and regional security systems, procedures, and protocols. 

The Special Law Enforcement Officer (SLEO) duties include:  The authorized carry of a concealed deadly weapon on or about their person as necessary for the protection of MSD property. Provides protection of MSD property from intrusion, entry, larceny, vandalism, abuse, intermeddling or trespass; prevention and suppression of criminal activity and disturbances, and apprehension for any unlawful activity on MSD property; responds to intrusion alarm on MSD property.  Responds to active shooter or other acts of violence that poses a harm or threat to MSD property. Responds to calls and reports of suspicious and/or criminal activity on MSD property.  Possesses a limited duty of power to arrest pursuant to KRS 61.912; and authority to detain persons for criminal activity and/or violations that poses a harm and/or threat to MSD property. Duty to exercise authority consistent with statutory obligations (KRS 61.900-930) and comply with lawful orders.

Knowledge of MSD health, safety and security standards and safe work practices; knowledge of OSHA regulations; knowledge of MSD policies and procedures; knowledge of safety and security related local, state and federal regulations; knowledge of associated Kentucky Revised Statutes (state laws), including but not limited to the general provisions of  Special Law Enforcement Officers (KRS 61.902-930); skill in performing investigations; skill in surveillance monitoring; skill in project management; skill in managing multiple priorities; skill in oral and written communication; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in conflict resolution; ability to enforce MSD rules, regulations, policies and procedures; ability to plan, organize and coordinate work effectively; ability to establish goals and priorities; ability to supervise a diverse workforce; ability to resolve problems; ability to exercise tact and diplomacy; ability to maintain accurate and confidential records/information; ability to exercise judgment and discretion; ability to be courteous and helpful under pressure; ability to work under adverse working conditions such as inclement weather; ability to work effectively under heavy, unpredictable surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.

Bachelor degree in criminal justice, security management or a related field; eight or more years of related security/law enforcement experience including criminal investigations, accidents, etc.; an equivalent combination of education and experience may be substituted.  Must have three or more years of management experience. Three or more years of public safety experience is preferred. The ability to meet the requirements to receive a Special Law Enforcement Officer (SLEO) commission under KRS 61.900-930 is preferred.  If applicable, must complete an initial firearms training and maintain firearms qualification and commissioned status as a Special Law Enforcement Officer. Must possess a valid driver’s license.  Must have safe work and driving habits.    

Salary : $125,694 - $205,733
