Job Summary

Under the general supervision of the Housing Production Director, the REBOUND Property Manager will oversee and manage REBOUND’s rental housing portfolio. The portfolio includes 28 wholly-owned units and 12 managed properties, with an expected growth of at least 53 additional units in the next 6 to 8 months. The Property Manager is responsible for the day-to-day operations of the rental portfolio with minimal oversight. Key responsibilities include tenant screening, lease agreements, rent collection, maintenance coordination, and tenant relations. This role requires working independently adhering to established company policies and procedures while seeking input only on complex issues or critical decisions. Collaboration with staff and residents is essential, as well as engaging with various agencies, including the Louisville Metro Housing Authority, Louisville Metro Government, HUD, the Louisville Affordable Housing Trust Fund, Kentucky Housing Corporation, and other compliance organizations. The REBOUND Property Manager is tasked with maintaining the integrity of physical assets while ensuring lease and occupancy compliance and fostering community growth. This role contributes to the overall mission of REBOUND, Inc.

Essential Responsibilities & Duties

As a facilitator, collaborator, and partner, the Property Manager will perform the following duties:

INTERNAL MANAGEMENT

  • Maintains all properties at 95% or higher Occupancy Rate.
  • Provide compliance with all regulations for all REBOUND-owned and managed properties as required by all regulatory agencies
  • Maintain occupancy goals through the development and implementation of Affirmative Fair Housing Marketing Plans (AFHMP) in conjunction with tenant selection plans; utilize comprehensive marketing strategies and advertising outlets to ensure a robust waiting list
  • Oversee achievable and dynamic tenant retention plans in collaboration with the REBOUND Family Services Coordinator.
  • Promptly addresses any delinquencies and follows protocols for handling outstanding resident balances, including Late Notices and Warrants/Evictions Processing.
  • Deliver a high level of tenant satisfaction by developing and reevaluating, with input from Property Managers, practical tenant orientations, communications standards, and problem-solving approaches
  • Oversee and process all move-in/move-outs in a timely fashion. This includes identifying and coordinating maintenance.
  • Assist in the development, review, and implementation of policies and procedures
  • Proactively identify and inform the leadership of any significant issues that may adversely affect the tenants, properties, or organization.
  • Ability to solicit outside professionals regarding service needs and contracts, obtaining bids, quotes, and specifications as necessary.
  • Process documentation for all lease violations/evictions.
  • Rent collection.

PHYSICAL

  • Conduct monthly property walk-throughs to ensure that the appearance and physical aspects of the properties meet or exceed established standards through routine site and safety inspections
  • Conduct unit inspections a minimum of twice a year and document accordingly.

RESIDENT RELATIONS

  • Respond to residents within 24 hours and document complaints and resolutions (unless over the weekend)
  • Communicate all serious problems and make recommendations to the REBOUND Housing Production Director.
  • Communicates in a professional manner, with Customer Service standards in mind.
  • Provide clear communication, active support, and processes for efficient and safe responses to emergency situations; alert leadership as soon as possible when an emergency arises.

OTHER

  • Obtain and maintain all relevant training/certifications to ensure REBOUND follows local, state, and federal regulations for property management.
  • Manages Eviction Workflow and represents REBOUND Inc in Eviction Court and Mediation.
  • Manages Collection Workflow for past residents (collection agencies)
  • Follow-up with necessary actions as appropriate

Skills & Abilities

  • 10 years experience in property management, or a related role; a combination of experience plus a Bachelor’s degree may be a substitute
  • Knowledge of Tax Credits, HOME, Section 8, Fair Housing, and Department of Housing and Urban Development (HUD) regulations and programs, highly-preferred
  • Proficient with Microsoft Office applications and learning new technologies; Buildium experience appreciated
  • Excellent customer service skills with the ability to serve diverse populations
  • Familiarity with applicable local, state, and federal laws and regulations
  • Excellent written business and oral communication skills.
  • Excellent project and time management skills that demonstrate the ability to manage multiple tasks while meeting deadlines.
  • Excellent analytical and problem-solving skills
  • Detail-oriented and committed to thoroughness, quality, and accuracy.
  • Proficient in Google Suites tools: Gmail, Calendar, Drive, Docs, Sheets, Slides, Forms, etc,. And property management software.
  • Must have good analytical skills, be highly motivated, be a self-starter, and exhibit good leadership.
  • Must be available evenings and weekends for programs and agency-related activities.
  • Willing to undergo a background check in accordance with local law/regulations.
  • A valid driver’s license and reliable transportation is required.

Education and/or Experience

  • Bachelor's degree, a combination of education, training and experience that results in demonstrated competency to perform the work, may be substituted.
  • Three plus years of relevant property management or similar experience.
  • Knowledgeable of Kentucky property management laws and real estate sales.
  • Housing management certification, i.e. CPM, PHM.

Job Type: Full-time

Pay: $55,000.00 - $65,000.00 per year
