This is an onsite position located at Love's Corporate Office building in Oklahoma City.
BASIC PURPOSE : The primary purpose of this position is to supervise and manage all aspects of the business licensing department and its efforts to research, timely secure, and maintain all federal, state, county and city operational licensing for the Love’s Family of Companies.
GENERAL SUPERVISORY OR LEADERSHIP RESPONSIBILITIES :
Manage or supervise the management of the business licensing staff, including training, assisting in goal-setting and conducting performance evaluations for direct reports, in conformance with departmental and company requirements.
Serve as lead technical expert for the Love’s Family of Companies on operational licensing issues.
Manage Licensing department budget.
Demonstrate proficiency in researching, timely securing, and maintaining operational licensure.
Generally exhibit leadership qualities and aptitude in mentoring, as well as business acumen.
Keep Assistant General Counsel apprised of current licensing matters, initiatives and concerns of import being handled or managed, as well as any staffing issues; and keep other department leaders aligned with the licensing department, including the General Counsel and Director of Legal, similarly apprised.
MAJOR RESPONSIBILITIES :
Review current licensing application and renewal processes and determinations for continual adequacy and efficiency, communicate and ensure licensing errors and overpayments are remedied, and provide guidance to the licensing staff and other departments in order to minimize licensing liability.
Maintain responsibility for research and interpretation of federal, state, county and city licensing regulations and statutes and for communicating current and accurate information to the licensing staff, as well as other departments.
Coordinate with departments and business units across the Love’s Family of Companies to facilitate proper licensure, permitting, and registrations, including those secured and maintained by others (e.g., environmental, tax).
Create and maintain key performance indicators to monitor progress of licensing staff and to memorialize licensing efforts and statistics.
Outline and monitor work assignments to : (1) distribute work evenly, (2) cross train and develop licensing staff, (3) ensure all business licenses are obtained and maintained in a timely manner, and (4) maintain efficiency and quality standards in licensing compliance.
Participate in and oversee research and documentation of findings on required operational licensure for new business lines, stores and other facilities, and companies.
Maintain responsibility for updating the department playbook containing detailed instructions and checklists of licensing staff processes and procedures.
Maximize use of license database (Avalara) to monitor the status of all licenses, generate reporting for metrics and other departments, and automate licensing efforts, as feasible.
Ensure accurate and complete records are maintained for licensing group activities, as necessary or helpful in facilitating thoroughness and efficiency.
Maintain the integrity and confidentiality of all confidential or proprietary information, ensuring the same is disclosed only to the extent necessary to further licensing activities.
Provide weekly updates to management regarding new store licenses and project status.
Various other tasks and duties as assigned or needed.
EDUCATION AND EXPERIENCE :
Education and Qualifications :
Bachelor’s degree is required
JD, MBA, or CPA is preferred
Experience :
5 years transactional multi-state licensing required, with at least three (3) years being in a supervisory role
High level accounting and / or tax experience strongly preferred
Prior experience with complex reconciliation of multi-record data and system implementation / administration preferred
