REPORTING RELATIONSHIPS

This position reports to the Vice President, ECE Government Contracts and Operations (Vice President).

JOB SUMMARY

The Project Manager, ECE Government Contracts and Operations will provide strategic and operational support to the Vice President of ECE Government Contracts and Operations in managing grants, contracts, and compliance across public sector agencies and philanthropic foundations. This role will help coordinate internal and external activities, support financial and operational functions, and ensure that processes and records are maintained in compliance with organizational and donor guidelines.

KEY RESPONSIBILITIES Operations & Compliance :

  • Assist the Vice President in their leading of the annual budget planning process and managing the lifecycle of grants and contracts for public sector and philanthropic foundations.
  • Support the Vice President in managing the entire grant and contract lifecycle for public sector agencies and philanthropic foundations.
  • Ensure compliance with donor guidelines, including but not limited to regulatory and reporting requirements, budget and expense reporting, and contract close-outs.
  • Act as a liaison between the Government Contracts and Operations team and other internal teams such as Finance, Legal, and Operations to ensure smooth collaboration and communication.
  • Partner with Legal to ensure organizational records are current across LIIF’s core geographies.
  • Coordinate internal grant announcements and contract onboarding, ensuring that all necessary resources are in place and internal data systems are up to date.
  • Provide operational and financial support to internal teams on grant applications, Requests for Proposals (RFPs), and other requests as needed.
  • Oversee expense report processing and ensure accuracy and compliance with internal guidelines.

Governance, Strategy, & Business Optimization :

  • Collaborate with leadership and internal teams to identify and implement strategies that improve business operations, enhance interdepartmental collaboration, and drive efficiency across the organization.
  • Work closely with both internal and external stakeholders to develop reports, dashboards, systems, and other written resources to enhance operations.
  • Help develop, implement, and strengthen grant-related policies and business processes to streamline operations.
  • Lead internal audits for grants and contracts, providing comprehensive reports on audit findings and recommendations for improvements.
  • Conduct periodic data audits to ensure accuracy and recommend business optimizations based on audit findings.
  • Serve as the lead liaison for consultant contract onboarding, coordinating related tasks.
  • Develop and manage grant records in Salesforce, ensuring timely and accurate transaction recording.
  • Grant & Contract Management :

  • Partner with the ECE Grants Manager and program staff to create budgets for grant and contract applications and ensure all associated data is ready for donor submission.
  • Reconcile financial data and work with the Grants Manager, program leads, and Finance team to ensure invoices and revenue recognition schedules are submitted on time and correctly.
  • Work with internal teams to develop budgets, monitor expenses, and assist in developing strategies to maximize revenue and forecast expenses.
  • Partner with the ECE Grants Manager to manage updates to staff effort allocations and adjust allocations as necessary.
  • Partner with the ECE Grants Manager to manage budget reallocations, contract modifications, and other related processes for donor approval.
  • Lead training sessions for ECE and Program staff on best practices related to grant and contract management, as well as relevant policies.
  • Other Duties :

  • QUALIFICATIONS

  • Bachelor's degree required in Early Care and Education, Public Administration, Urban Planning, or a related field.
  • 2-3 years of experience in project management, grants management, or government contracts, preferably within a nonprofit or public sector context.
  • Strong organizational and project management skills.
  • Excellent communication and interpersonal skills, with the ability to work cross-functionally across teams.
  • Solid understanding of financial management and compliance in grants / contracts.
  • Proficiency in Salesforce, MS Office Suite (Excel, Word, PowerPoint) , and familiarity with tools such as Concur, MIP, or Asana is a plus.
  • Ability to work independently with minimal supervision in a fast-paced, collaborative environment.
  • Detail-oriented with strong problem-solving skills.
  • Comfortable working with multiple stakeholders and managing multiple tasks simultaneously.
  • Occasional travel may be required for meetings, site visits, or professional development.
  • ADDITIONAL INFORMATION

    LIIF offers a hybrid work environment with flexibility to balance in-office and remote work. However, all employees are expected to work on-site at least two (2) days per week . The successful candidate may be expected to travel occasionally for meetings or other company-sponsored events.
