SUMMARY OF POSITION : Performs routine (journey-level) project management specialist work in areas of administration, planning, and technical assistance. Work involves coordinating the planning, and technical assistance. Work involves coordinating the planning and initiation of projects; communicating with program stakeholders, management, and other committee members; monitoring the progress and schedule of the program. Supports the overall development and program management for the Regional Police Academy program within Public Safety Department. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES : Develops, manages, and disseminates information concerning the Regional Police Academy. Coordinates and / or analyzes projects costs and prepares budget justifications and budget revisions for awarded grants though the Office of the Governor. Coordinates and / or maintains files and records and prepares reports related to program activities for grants, stakeholders, and the Texas Commission on Law Enforcement. Coordinates with staff and partners to provide law enforcement related training courses. Develops policies, rules, or regulations; coordinates guidance provided to staff and the community regarding grant administration, compliance, policies and procedures; resolves related issues and concerns. Assists other staff members and the Assistant Director in ensuring compliance with all requirements incorporated in the contract with the Texas Commission on Law Enforcement as an Academy Training Provider. Assists with departmental contracts as it relates to grants, funding sources, and partnerships. Initiates and coordinates cross-functional work groups composed of internal and external stakeholders to develop program objectives, work plans and budgets. Serves as a liaison between the agency, the State and grant funding sources by attending meetings, program events, responding to information request, and resolving issues between parties involved.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES : Knowledge of laws and regulations pertaining to law enforcement and training of law enforcement; business administration principles and practices; and research and budgeting processes. Skill in program preparation, development, evaluation and monitoring; report writing; budget development and monitoring; and the use of a computer and applicable software. Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with program requirements; to communicate effectively; and to provide direction to others.
ACCEPTABLE EXPERIENCE AND TRAINING : Experience in the administration, development, coordination, and monitoring of a program. Graduation from an accredited four- year college or university with major coursework in public administration, business administration, or a related field is generally preferred. Experience and education may be substituted for one another.
CERTIFICATES AND LICENSE REQUIRED : Valid / Current Texas Driver's License. May be required to be registered, certified, or licensed in a specialty are.
