Performs systems administration work involving maintaining the configuration and operation, and reliability of systems and installing and upgrading computer components and system software. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Develop and implement specific activities of the 9-1-1 Department which include: database, location validation, mapping, PSAP operations, public education, and training programs. Assist with the preparation of the 9-1-1 Strategic Planning Process for local and state agencies, participate in the development and implementation of Regional Emergency Service IP Network (ESInet) and Next Generation 9-1-1 (NG9-1-1) projects.

Performs troubleshooting support of systems hardware, software, and networking issues. Responds to incident and problem calls, and processes service requests and tasks. Installs, configures, maintains, and administers servers, operating systems, and applications. Supports operational, technical, and system requirements for the location, installation, operation, and maintenance of servers. Prepares and maintains operating procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques. Confers with staff on program issues and problems; Assists in the development of program guidelines, procedures, policies, rules, and regulations; and monitors compliance with policies and procedures; Assist in the coordination and installation of PSAP equipment with telephone companies and public safety agencies; Assist with reports for management of the regional council and funding agencies (statistical, contract, and regulatory reporting, etc.); Maintain workstation/server data integrity by using appropriate software and hardware solutions along with implementing a schedule of backups for data archiving. Configure automation routines using scripting and other programming languages. Study existing information processing systems to evaluate effectiveness, and develop new systems to improve production or workflow as required. Assists in the preparation of training and operational manuals and educational and marketing materials. Assists in conducting special investigations, program analyses, and research studies. Attends local and out-of-town 9-1-1 meetings, conferences, seminars, and workshops as required and approved; Conducts 9-1-1 trainings for PSAPs and in-house staff; Conducts oral and/or written presentations; Conducts testing and monitoring of PSAP Equipment and Networks; Upkeeping and replacing equipment to meet the 10-year equipment plan; Performs on-site audits of PSAP facilities, gathers information to prepare reports, and ensures that deficiencies are corrected; Assist staff with support for databases, addressing, mapping, education, and equipment; Provides technical assistance to evaluate and enhance the delivery of 9-1-1 services, (such as databases management, emergency communications, etc.); and Participates in the development and implementation of ESInet and NG9-1-1 future needs; Ensure the 9-1-1 network is 99.9% available; Performs related work as assigned. May require doing fieldwork with exposure to outdoor conditions, as necessary.

Knowledge of systems administration; computer hardware and software configuration and troubleshooting; operating systems and applications; computer programming and architecture of scripting languages; and basic Internet security administration.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Ability to recognize, analyze, and resolve complex technical issues; to analyze systems and procedures; to use network management, administration, and other system administration tools; and to communicate effectively. The ability to communicate in English and Spanish is preferred.

Bachelor’s degree in the related field, plus at least two (2) years experience; or High school graduate or its equivalent; plus at least four (4) years of experience in any equivalent combination of education, experience, and education that provides the required knowledge, skills, and abilities.

Salary : $54,278 - $65,000
