Reporting to the Employment Manager, the HR Representative will be an integral member of the HR team providing consult, support and/or management of a variety of programs, processes and initiatives. This position will enhance the operational support of recruitment and selection, and employment processes within Human Resources and the University community. Recruiting/Selection/On Boarding:
- Identifies, recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand the skills and competencies required for openings in order to understand needs and maximize selection performance. Utilizes cold calling techniques, as needed.
- Ensures positions are posted in high impact locations. Provides research on various job boards to ensure department.’s recruiting budget is optimized.
- Must be able to analyze the knowledge, skills and abilities of candidates to assist in a successful hire. Must be able to utilize a behavioral based interview approach and influence interviewers to utilize the same model.
- In consultation with departments, creates job descriptions and ensures consistency with industry standards in Higher Education. Ensures appropriate salary levels are assigned to each position to ensure equity and consistency within job families.
- Ensures selection committee members are aware of all applicable laws regarding the interviewing and selection process in order to eliminate risk and exposure to EEO charges and lawsuits.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
- Maintains accurate records of active job openings and received applications. Ensures compliance with all applicable laws and regulations associated with recruiting, selection and reporting as defined by the DOL, EEO etc. including job logs, FTE reporting, etc.
- Acts as a facilitator for new employee orientation, including but not limited to: Presenting, scheduling, reserving space, timely communications to both attendees and presenters and ordering refreshments. Identifies enhancements and processes improvements on an ongoing basis.
- Prepares, processes, reviews, analyzes, or approves employee personnel transactions; ensures compliance with applicable laws and rules concerning job offers, promotions, demotions, transfers, separations and other actions.
- Manages the employment & payroll forms, and other compliance processes during the onboarding process.
- Assist in the annual Federal Work Study program – student onboarding and employment forms.
Policy Compliance and Management
- Manages compliance with the Working with Minors policy that involves background checks for faculty, staff, students and/or volunteers that participate in programs that involve working with minors on or off campus.
- Provide advice, coaching and counseling to employees and managers regarding policy & procedure interpretation and employee relations issues.
- Acts as an ADA/Section 504 Coordinator, as needed, in conjunction with the Employment Manager. Ensures ADA requests are managed timely and accurately and in compliance with federal law and university policy.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Conducts staff investigations.
- Explains the provisions of the Fair Labor Standards Act and university policy. Manage the Human Resources portion of the Check Request process by reviewing FLSA classification Employee v Contractor information and making classification determinations.
- Assists in the completion of classification studies, job audits and other activities to identify duties and responsibilities assigned to employees; assists in the development of job descriptions, job specifications, organization charts and other materials to describe positions and duties performed by employees; determines appropriate classifications for individual positions.
- Assist with wage and salary surveys by collecting and evaluating salary data; prepares recommendations or requests for salary changes; as a backup may determine salary changes authorized for specific actions, such as appointments, promotions, transfers, demotions and reinstatements.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Assists in maintenance of compliance related to multi state employer status: researches new states for specific regulations, tax reporting, unemployment and worker’s comp coverage, as needed.
- Ability to produce and analyze reports utilizing internal programs and Excel.
- Ability to participate on various projects, programs and initiatives.
- Assume the duties of a university Campus Security Authority (CSA), including but not limited to, reporting crimes as defined through the Cleary Act and providing annual reporting statistics.
- Will provide “back-up” assistance to the front desk, as needed.
- Will provide back-up assistance to Risk Management for submitting workers’ compensation claims.
- Performs additional responsibilities/projects, as assigned.
- Bachelor’s degree
- Minimum of 3 years related experience in Human Resources, preferably including
- experience in Recruiting or as a Generalist.
- Solid background in recruiting, including strong interviewing and negotiating skills.
- Experience providing policy and employment law-based direction to management.
- Familiarity with ADA, EEO regulations.
- Proficient in MS Word and Excel, including spreadsheet analysis. Ability to quickly learn Colleague HR and NeoGov software.
- Strong organization and project management skills.
- Excellent oral and written communication skills.
- Must possess strong professional consulting/collaboration skills.
- Ability to build relationships and gain the trust and confidence of employees at all levels.
- Capable of using good judgement and discretion.
- Must be able to manage, secure and maintain information, including ePHI data, in a confidential manner.
- Must be able to promote a student-centered campus culture and reinforce teamwork within the University.
Preferred Qualifications:
- Solid background in recruiting, including strong interviewing and negotiating skills.
- Experience functioning as an HR business partner.
- Experience in training needs assessment, course development and delivery.
