This position reports directly to the VP, Supervisory Risk and Controls Management, within First Line Risk Management. The AVP, Programs and Governance, will be responsible for developing, implementing and maintaining comprehensive risk management frameworks and governance structures across Operations, Service and Trading. This position combines strategic thinking with practical implementation to ensure the firm maintains a robust risk and control framework. This position will work closely with both Second and Third Lines of Defense leaders within Enterprise/Operational Risk Management and Internal Audit, respectively.

$103,425-$172,375/year
Actual base salary varies based on factors, including but not limited to, relevant skill, prior experience, education, base salary of internal peers, demonstrated performance, and geographic location. Responsibilities:
- Lead alignment with Second Line on delivering against the Enterprise Risk Management Framework.
- Utilize and optimize First Line Risk Management use of GRC solution (Archer) and other documentation and program repositories (BOX, Smartsheet, etc.).
- Ownership and execution of risk program lifecycle and change management, leveraging offshore resources where possible.
- Ownership of the end-to-end process for identification, reporting and remediation of Issues Management activities within the First line of defense risk management function.
- Continually looking for new approaches to complex issues and the way Risk Management provides thought leadership and coordination of efforts across the organization.
- Manage projects and escalations with minimal oversight as prescribed as prescribed withing Supervisory Risk and Controls Management.
- Developing effective working relationships with Enterprise Risk Management and Operational Risk Management, Regulatory Compliance and Internal Audit for partnership on Issues from testing and on-going Issues Management and closure procedures.
- Continually challenge the status quo to enhance current risk management framework and provide guidance and coaching to junior resources of the team on best risk management practices.
- Constantly staying apprised of changes in Regulation, Risk guidance and industry news to lead Risk Management thought leadership throughout the business and Risk teams.
- Development of training materials on risk management framework and new and pressing topics from Regulation, Enhancement of Risk practices and communication of risk-based approaches in enhanced business processes.
- Managing the alignment and tracking of licensing responsibilities within Operations, approving licensing and education requests, and partnering with Operations and Supervision leadership on requirements for Operations and organizational development.
- Creation of the annual Regulatory Mandatory budget across the Operations business unit, as well as the corresponding business cases to support funding, while working with ERM to align Operations business case and needs with the broader LPL requirements.
- Using data analysis to drive a more proactive and anticipatory approach to risk management.
- Determine potential impact on the organization's risk posture and continually assess and identify new risk items within First Line Risk Management functions.
- Will work closely with individuals throughout the organization including Operations, IA, ERM, Compliance and Legal, from staff to senior level to complete the various functions above, providing education (teaching) necessary to enable a culture of risk management.
- 8 years of industry experience within financial services, with 2 years of leadership experience (preferably with extensive risk management background in a large and mature risk management framework) in several disciplines (1st line risk management, 2nd line risk management, strategy, internal audit, compliance, control design, and risk framework)
- BA/BS degree in Finance, Accounting, Business, or Economics (or a related discipline)
- Series 99 or other preferred
- All Microsoft applications, particularly, VISIO, WORD, ACCESS, PowerPoint, and Excel
- Experience with Archer, Jira, SmartSheet and LPL Internal Systems
- Experience with Archer, Tableau, Jira, Smartsheet, PowerBI and data manipulation is a plus in order to drive executive reporting and messaging.
- A penchant for continuous improvement and looking for different avenues to automate work and drive efficiencies.
- Strong attention to detail with a proactive approach to solving and preventing operational, financial and regulatory risk.
- Ability to work under pressure/deadlines and manage multiple priorities, with effective communication to leadership via strong written and spoken communication skills.
- Ability to interface and communicate effectively with various levels of employees.
- Strong people management and the ability to determine delegation of responsibilities in support of larger organizational deliverables and goals.
- Establish and maintain strong relationships with external stakeholders, such as regulatory authorities and industry forums, to stay informed about new developments and participate in relevant industry discussions.
