Position : Coastal Resources Scientist Manager – Project Manager

Responsibilities :
- Serves as CPRA’s Project Manager and state expert for various assigned protection and restoration projects located in 18 coastal parishes of southern Louisiana.
- Exercises functional supervision over project team members and other technical and contractual professionals :
- Oversees work of contractors.
- Performs on-site evaluations of work performed.
- Assists in performing final evaluations on contractor’s performance.
- Provides guidance, direction, and oversight to project team members for :
- Planning
- Engineering and design
- Cost share proposal development
- Real estate / land rights activities
- Permitting
- Construction
Manages CPRA project-specific contracts and task orders :
Coordinates with other sections within CPRA to gather project data, schedules, and financial information as necessary to ensure timely inclusion in the plans.Develops detailed implementation plans and budgets for assigned projects.
CPRA’s Special Entrance Rate Policy establishes a minimum bi-weekly hire rate of $3,076.80 for the Coastal Resources Scientist Manager position. The maximum salary for the Coastal Resources Scientist Manager position is $126,256 annually.

MINIMUM QUALIFICATIONS : A bachelor's degree in one of the following fields : biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; ORA master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; ORA Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology. To manage staff involved in performing regulatory and / or non-regulatory measures to create, restore, enhance, protect, and preserve the state's coastal wetlands, marshes, flood plains, and other natural resources vital to the state's economy and / or the safety of its citizens (private, public, institutional, industrial, and governmental), and to protect the citizens of Louisiana with hurricane flood protection measures. LEVEL OF WORK : Manager. SUPERVISION RECEIVED : Usually direct from a Coastal Resources Administrator, but may receive supervision from higher level personnel. SUPERVISION EXERCISED : Generally direct over Coastal Resources Scientist Supervisors, but other subordinates may be acceptable with DSCS approval. LOCATION OF WORK : State agencies involved in coastal science activities. JOB DISTINCTIONS : Differs from Coastal Resources Scientist Supervisor by the presence of management responsibilities. Differs from a Coastal Resources Administrator by the absence of administrative responsibility.

Serves in a project management role on assigned projects and, in coordination with the project team members, is responsible for successfully implementing projects.
Serves as team lead on assigned projects and functionally supervises project personnel for assigned projects and provides guidance and direction on achieving project milestones and objectives.
Responsible for Project Scope, Schedule, and Budget.
Develops work program and project budget, in coordination with project team.
Reviews and participates in the preparation of engineering reports and other project submittals as part of implementation.
Initiates, negotiates, and manages contractual agreements with other local, state, and federal agencies, consulting firms, and educational institutions.
Maintains continuous liaison and coordinates activities with other local, state, and federal agencies.
