Definition:Under the direction of the Superintendent President, the Vice President, Academic Affairs (VPAA) is responsible for the instructional program and instructional support operations.Representative Duties:Serves as the Chief Instructional Officer for the institution and has primary responsibility for the leadership, management, and administrative oversight for all instructional divisions of the college.Oversees career and technical education, workforce development, and adult education programs to address the needs of students, the community, and local business and industry.Oversees Library and Learning Services programs to support students, including collections, faculty and staff, and tutoring.Oversees Online Learning programs, including staff, student and faculty support and professional development, instructional technology, and participation in statewide initiatives related to Online Learning.Oversees the Rising Scholars Program, including faculty and staff, facilities agreements, student support, and programming.As a small college Vice-President, the VPAA will be responsible for day-to-day management and close oversight of functions in areas of responsibility.Leads recruitment, selection, and evaluation of staff in the instructional programs and other areas of responsibility; makes recommendations to the Superintendent/President regarding staff as appropriate. Supervises assigned programs, faculty, and employees; oversees annual schedules for faculty and staff in assigned program areas.Develops and ensures implementation of orientation programs for new employees in areas of responsibility. Develops and implements a staff development program for all faculty on a continuing basis. Develops and administers assigned budgets and assists with the planning of the annual District budget. Recommends priorities for instructional positions.Provides overall direction to the preparation of grants and proposals in the areas of instruction and instructional support.Assists with the planning of facilities and their adaptation to the purposes of instruction and instructional support. Ensures that rental facilities needed for instruction and instructional support services are arranged for as necessary. Attends Board meetings; makes presentations; prepares and reviews items submitted by instructional and other managers for consideration by the Board of Trustees. Develops with the instructional staff the College's educational programs, including the determination of new program areas, maintenance of standards, the evaluation of faculty, and the identification of priorities for the establishment of full-time faculty and support positions. Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.Oversees the curriculum development and modification processes. Leads in the publication of the College Catalog, full-time and adjunct faculty handbooks, and the Schedule of Classes. Leads instructional Deans in their responsibilities including scheduling, recommending adjunct faculty, faculty evaluation, student activities, student publications, grants management, and other assigned program-related activities.Provides leadership in developing operational policies, procedures, priorities, and initiatives in both existing and new programs.Prepares, or where appropriate, oversees the preparation of local, state, and federal reports, works with the Chancellor’s Office, and represents the College at the state levelActs as the College’s accreditation liaison officer. Acts as the lead negotiator for the District in negotiations with the Faculty Association.Ensures implementation of the program review and planning process. Oversees advisory committee processes and ensures advisory committees meet at least annually or as required by program guidelines. Coordinates and works cooperatively with the Vice President of Student Services to provide integrated instructional and student services to benefit students. Establishes and maintains communications with other colleges and universities, local high schools, and the local business community. Supports the advancement of the institution’s Diversity, Equity, and Inclusion efforts in instructional services.Interprets and implements rules, regulations, codes, policies and laws relating to assigned programs.Acts as chief administrative officer of the District in the absence of the Superintendent/President and Vice President, Administrative Services.Other Duties:Performs related duties as assigned by the Superintendent/President.
