What are the responsibilities and job description for the Assistant Director position at Lubbock County?
The Assistant Director is responsible for managing and operating the Lubbock County Juvenile Justice Center in accordance with applicable laws, along with policies, standards and orders established by the Juvenile Board, in the absence of the director and under the guidance of the director.
MANAGE AND OPERATE THE LUBBOCK COUNTY JUVENILE JUSTICE CENTER:
- Provide guidance and training to all supervisory staff.
- Appoint interview panel members.
- Conduct interviews as selected by interview panel.
- Participate in all job interviews at the direction of the Director.
- Ensure that all staff receives adequate training to perform job efficiently and effectively and comply with Texas Juvenile Justice Department standards.
- Review all staff evaluations for accuracy and fairness.
- Evaluate job performance of all unit directors at least annually.
- Perform employee counseling and disciplinary action on all staff as warranted.
- Assist supervisory staff in conducting employee counseling/disciplinary sessions.
- Terminate employees when warranted.
- Assist the Director in managing daily operations of the Lubbock County Juvenile Justice Center.
- Develop and implement programs, policies and procedures for the Lubbock County Juvenile Justice Center.
- Prepare statistical and other reports for Texas Juvenile Justice Department, Juvenile Board, etc.
- Prepare and administrate departmental budget and grants.
- Conduct annual review of policy and procedure manual.
- Maintain current knowledge of laws, regulations, actions and events which could affect LCJJC’s programs and services and interpret same to staff.
- Ensure adequate building maintenance, storage and security of records and supply inventories.
- Provide counsel to departmental staff to promote direction and guidance.
- Design, modify and implement departmental practices to accurately reflect the philosophy of the department.
- Prepare for and attend Juvenile Board meetings as scheduled.
- Facilitate staff meetings to keep staff informed and encourage open discussions.
- Provide coordination and act as liaison between probation, detention, residential, STAR/JJAEP and halfway house units, social agencies, law enforcement, area probation officers, courts, the public, etc. at the direction of the Director.
- Assist with the supervision of detention, residential, probation, STAR/JJAEP and halfway house units as necessary.
- Act as department media representative at the direction of the Director.
- Ensure that Probation and Juvenile Supervision Officers have a salary scale adopted by the Juvenile Board.
- Ensure that guidelines for the receipt, accounting and disbursement of restitution monies are followed.
- Ensure that accurate records on funds are maintained.
- Monitor compliance with Texas Juvenile Justice Department on a regular basis.
- Any other duties as assigned.
MAINTAIN PROFESSIONAL DEPORTMENT:
- Arrive for work in a timely manner and contact the Director prior to arriving late for work. Advise the Director at earliest time possible if unable to work (preferably 6 hours in advance).
- Dress and groom professionally and in accordance with departmental dress code when representing the Lubbock County Juvenile Justice Center.
- Submit leave requests in accordance with departmental policy for any leave time requested, including flex schedules (preferably 15 days in advance).
- Respond to juvenile board deadlines when issued.
OBSERVE SAFE WORK HABITS:
- Respond to all emergency situations, including medical, fire, tornado, escapes, fights and bomb threats in accordance with departmental policies.
- Maintain hazard free work station.
- Exercise caution in any potentially dangerous or hazardous situation.
- Store all supplies, tools and equipment in secure areas according to departmental policies.
ADHERE TO VEHICULAR POLICIES:
- Always utilize passenger restraints on all passengers and self when transporting juveniles.
- Exercise defensive driving techniques when transporting juveniles and/or utilizing department vehicles.
- Maintain and submit monthly mileage logs on all personal and department vehicles used in the course of employment.
- Maintain appropriate maintenance records on all department vehicles.
- Report any mechanical or other difficulties regarding department vehicles to supervisor immediately.
ATTEND ALL REQUIRED MEETINGS AND WORKSHOPS TO KEEP ABREAST OF CURRENT ACTIVITIES, POLICIES, PROCEDURES AND TO ENHANCE PROFESSIONAL SKILLS:
- Be punctual and prepared for all meetings.
- Watch video-taped all staff meetings when a meeting is missed.
- Obtain all materials covered in missed meetings from facilitator in timely manner.
- Attend all assigned training sessions, including Handle With Care, CPR, and First Aid.
MAINTAIN THE INTEGRITY OF PRIVATE, CONFIDENTIAL INFORMATION:
- Refrain from discussing juveniles being handled by the department with anyone not employed at LCJJC.
- Refrain from negative discussions regarding co-workers or supervisory staff.
QUALIFICATION REQUIREMENTS: To be eligible to be Assistant Director - LCJJC, a person must: (1) meet NCIC/TCIC employment guidelines; (2) be of good moral character; (3) have acquired a bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board; (4) have either: (A) one year (24 hours) of graduate study in criminology, corrections, counseling, law, social work, psychology, sociology or other field of instruction approved by the commission or(B) one year experience in full-time casework, counseling, or community or group work: (i) in a social service, community corrections, or juvenile agency that deals with offenders or disadvantaged persons; and (ii) that the commission determines provides the kind of experience necessary to meet this requirement; (5) have satisfactorily completed the course of pre-service training or instruction required by the Texas Juvenile Justice Department(TJJD); (6) have passed the tests or examinations required by TJJD; (7) possess the level of certification required by TJJD; (8) have at least six years of related experience with four of the six years in a supervisory capacity;(9) have extensive knowledge of all TAC standards with working knowledge of all TAC 343 and 358 standards.
KNOWLEDGE, ABILITIES AND REQUIREMENTS: KNOWLEDGE OF: Texas Family Code Title III; Texas Penal Code; Texas Juvenile Probation Standards; General business practices. ABILITY TO: Utilize personal computer; Work independently and efficiently; Make informed decisions; Perform public speaking; and Effectively communicate in writing and orally. REQUIRED TO HAVE : Cell Phone; Valid Texas Driver’s license; Reliable Transportation; and Liability insurance on the vehicle used for work purposes.
PHYSICAL REQUIREMENTS: This job requires some light lifting (less than 50 lbs), ability to run in response to unit emergencies, unlock doors, occasional squatting, bending and kneeling associated with filing and/or restraining offenders.
WORKING CONDITIONS AND HOURS: Work space is located in the non-secured area of the Lubbock County Juvenile Justice Center which is a non-smoking building. Work week will be flexible hours within a forty (40) hour time period. The work week begins on Saturday and concludes on the following Friday. This position is classified as exempt and is not eligible for compensatory time or overtime.
