Summary
The primary purpose of this position is to inspect properties and related facilities under the Housing Choice Voucher (HCV) programs required by HUD Housing Quality Standards (HQS); evaluate properties to determine eligibility for the program and appropriate rent amounts for the property.
All activities must support Lucas Metropolitan Housing (“LMH”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Inspects dwelling units and related facilities in accordance with HQS guidelines prior to commencement of occupancy annually and at such times as may be necessary (e.g., complaints, 24-hour notices, specials, homeownerships and re-inspections); ensures the landlord is meeting the obligation to maintain the unit in a decent, safe, and sanitary condition.
- Utilizes established rating criteria to conduct an accurate evaluation of property.
- Communicates with landlords and/or program participants as necessary to discuss inspection results.
- Prepares and submits inspection related documentation; utilizes the hand-held unit to prepare inspection reports.
- Assists with office duties related to inspections.
- Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
- Demonstrates regular and predictable attendance.
- Performs other duties as assigned.

Education and/or Experience
High School Diploma or GED equivalent plus previous experience in housing inspections, building trades, real estate or related field. An equivalent combination of education and experience may be considered. Must possess Housing Quality Standards (HQS) Inspection certification or obtain within six (6) months of employment. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should be knowledgeable in housing maintenance, safety practices and procedures, local, state and federal fire safety standards, lead based paint guidelines and housing guidelines, building codes, electrical, plumbing and heating codes. Must be skilled in departmental policies and procedures, HUD Housing Quality Standards (developed after employment), housing inspection, written and verbal communication, fostering positive relationships with landlords and participants. The employee should also have strong computer skills (e.g. MS Word, Excel, and Outlook) and knowledge of database reporting software.

To perform this job successfully, the employee is frequently required to travel to various Authority backed properties to perform maintenance work. Daily movements include walking, sitting; standing; reaching and grasping; climbing, crawling, and lifting when conducting inspections; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works at Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud, and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
