The Director, Health, Safety, Environmental (HSE), located in Missouri City, TX, is responsible for designing, directing, and providing health, safety and environmental program oversight. The position oversees development and implementation of HSE practices and policies, audits locations for HSE procedure implementation, ensures compliance with corporate, OSHA, API, and client safety procedure implementation, and conducting root-cause analysis for HSE incidents.
This role monitors, documents and reports out to leadership on the effectiveness of HSE control measures used throughout the company and directs the company field HSE teams in the implementation of Corporate HSE programs. This position is a critical business partner to the Lufkin Business Segments, Manufacturing and functional leadership, in particular working closely with the Lufkin field leadership teams.
Responsibilities
- Work closely with the Executive leadership team to cultivate the Lufkin HSE culture and provide detailed program / process management support for HSE initiatives. Maintaining regular contact with stakeholders in the field and in senior management to demonstrate the value and effectiveness of the company's HSE programs.
- Develop, implement, and provide oversight of companywide HSE policies, procedures, standards & operating guidelines based on best practices, regulatory and / or customer requirements for all facilities.
- Develop company-wide and facility HSE goals, objectives & initiatives.
- Work as internal incident manager, ensuring that HSE emergencies, incidents and injuries are properly managed.
- Develop reporting tools & requirements for HSE data and information. Including, establishing, and maintaining meaningful and strategic metrics showing HSE performance, cost, and value.
- Share status of HSE programs, goals, and initiatives with appropriate leadership. Providing scorecard or dashboard of overall HSE performance. Evaluate the effectiveness of HSE programs and recommend improvements.
- Serve as company representative and principal contact on all HSE issues with Owner, customers and regulatory agencies.
- Maintain the quality, technical leadership, training, and professional development of HSE professionals needed across the organization. Perform site and job location visits to monitor manufacturing facilities and field operations to ensure a safe work environment in coordination with field personnel. Develop and implement solutions to mitigate identified workplace safety hazards.
- Direct regular HSE reviews and audits to assure compliance with company and customer HSE policies and procedures.
- Create and maintain accurate, up-to-date, and thorough HSE resources and training materials for all company employees and maintain regular schedule of HSE meetings throughout the organization.
- Maintain a comprehensive understanding of workers' compensation law, OSHA recordkeeping and Environmental recordkeeping guidelines.
- Ensure compliance with company and customer safety policies and procedures.
- Develop and maintain HSE functional budget.
- Provide consistently strong coordination and mutual support with company's legal and, HR teams and external support for insurance, workers' compensation, and medical.
- Responsible for the successful development of Crisis Management Programs.
- Maintain understanding of applicable state, federal and country specific environmental laws and regulations and ensure Lufkin’s compliance with such policies. Monitor regulatory trends & changes in all locations of operation.
- Provide documentation and reporting as needed by Lufkin’s executive leadership and customers for services provided as it relates to emissions and other environmental topics.
- Assist in HSE issues related to mergers, acquisitions, and divestitures.
- Other duties as assigned.
