The Role
Manages and leads an organization of 7 or more relationship management professionals and buyers focused on public sector purchasing, contracting, and customer RFx responses. Influences sourcing strategies associated with $750M in resale related spend. Partners with public sector Sales, Product Management, and Legal to understand business strategies, conveys the sourcing process and ensures Strategic Sourcing is involved in initiatives up front.

The Main Responsibilities
- Manages and leads a team of relationship management professionals focused on project pipeline development, customer RFx responses, and strategic supplier relationships.
- Builds a high-performance team; hires and retains the right talent in the right roles; sets goals, delegates work, holds team accountable; develops and empowers team to make decisions and act. - Responsible for coordinating with category management team to execute strategic sourcing and contracting initiatives in support of Lumen public sector customers. Leads teams in the preparation of scope documents, communication plans, and contract awards.
- Ensures all applicable laws, regulations, and policies including Federal Acquisition Regulation (FAR) and Defense Federal Regulation Supplement (DFARS) are provided to the category management team.
- Manage team of public sector buyers focused on supporting relationship managers, preparing and issuing purchase orders, and ensuring that all purchasing activity complies with federal (including FAR and DFARS), state, and local laws, as well as internal policies and procedures.
- Build strong relationships with internal stakeholders and Finance to understand strategies / roadmaps and the corresponding budgets.
- Fosters an environment of continuous improvement and partners with Center of Excellence and Systems teams to drive process and systems improvements.
- Collaborate with senior level internal stakeholders, including Finance, Sales, Product Management, and Legal to ensure visibility, compliance, and a consistent process.
- Define and track key performance indicators (KPIs) to measure key activities.
- Collaborates with sales and capture teams to review customer opportunities and represent procurement in bid / no bid decisions.
- Defines policies and procedures for public sector contracting and purchasing.
- Ensure policies and procedures are up to date, followed, and monitored to support a Contractor Purchasing System Review (CPSR) approved purchasing system.
- Prepare content and represent procurement in Defense Contract Management Agency (DCMA) and other Federal agency audit requests.

Location Based Pay Ranges :
171,447 - $228,596 in these states : AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY.
180,020 - $240,026 in these states : CO, HI, MI, MN, NC, NH, NV, OR, and RI.
188,592 - $251,456 in these states : AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
