Lumos is seeking an experienced Outside Plant construction leader in the Fiber industry to join our team. The **Manager - OSP Construction** plays a crucial role in powering the flawless execution of Outside Plant (OSP) network builds. Directly interfacing with and influencing subcontractor teams, motivating them to accomplish key construction, splicing, and connection efforts that build Lumos's fiber network throughout an assigned market.

The Manager - OSP Construction builds and maintains relationships with local officials, community representatives, and subcontractor crews, aligning with multiple internal Lumos teams. This position is directly accountable for the safe completion of daily progress and assigned builds, on-time and within budget.

The role empowers OSP Construction Project Engineer and OSP Project Engineer assigned to markets to design network builds, track progress, and motivate subcontractor crews. Collaborates with technical expertise and a gracious attitude to navigate plans and roadblocks, interface with utility and permitting partners in the community, and keeps stakeholders informed about progress proactively and consistently.

***Hybrid Position in Muscogee County, GA: Remote work with regular presence onsite at multiple jobsites required.***

Key Responsibilities

• Ensures scheduling coordination of all new build activity and progress within market.
• Delegates responsibility and empowers direct reports to help accomplish market tasks, build relationships at multiple levels, and collaborate with subcontractor partners.
• Employs a delicate balance of influencing skills to keep subcontractor teams on-board and excited about our progress.
• Interfaces directly with municipalities and community representatives to ensure all required tasks are completed and community voices are heard regarding the impact of our network construction on the community.
• Provides technical leadership and expertise to direct reports and subcontractor partner teams; establishes, standardizes, and improves processes.
• Coodinates with utilities partners and associated pole, aerial teams in alignment with internal Lumos engineering teams to carefully plan and execute objectives.
• Manages maintenance, repair, and upgrade of OSP facilities, including rehab work, customer and community concern responses, OSP generator routines, and emergency call-outs.
• Manages CAPEX, OPEX, and inventory tracking to keep accurate track of progress and ensure projects are completed on time and within budget.
• Approves expenses and invoices as necessary.
• Develops direct reports from a career perspective, ensuring appropriate development plans are in place and that their teams are empowered with the right tools.

Requirements

• Excellent verbal and written communication skills.
• Strong experience influencing and directing the work of others.
• Exceptional interpersonal skills; able to respectfully interface with multiple internal teams, community stakeholders, external subcontractor teams, and own direct reports.
• Solid experience with computer and peripherals, software including Smart Sheets or similar, MS Office, particularly Excel, Outlook, and Word, Visio and PPT helpful.

Other Experience & Requirements

• 10 years' experience in OSP construction, engineering, or operations fiber builds.
• 2-5 years' experience leading techs and contractors in a fiber build environment.
• High school diploma or equivalent required; Bachelor's degree preferred.
• Proven project management skills; able to effectively manage and accomplish multiple concurrent milestones to closure within assigned market.
• Proactive, independent, and ability to take initiative to keep on-task and on-target.
• Fiber or Telecom industry experience essential.
