Essential Functions :
1. Responsible for providing the strategic and operational leadership for quality trauma-informed, strengths-based, and client-centered clinical services, specifically focusing on stabilizing individuals, children, families and groups while ensuring compliance with all regulatory, funder and accreditation standards. This position leads a multidisciplinary team of clinical managers, clinical directors, licensed practitioners of the healing arts (LPHAs), psychiatrists, and nurses in a variety of settings, including office-based, in-home, school, detention and congregate care environments for services across the state of IL. This position requires regional travel across the state quarterly, and it may work occasional evenings and weekends.
2. Hires, trains, develops, coaches, supervises and evaluates assigned staff. Ensure delivery of evidence-based, client-centered clinical care by setting and maintaining excellent high standards for clinical practice, ethics, and patient safety. Ensures quality clinical supervision, guidance, and consultation is provided for counselors and interns to support their professional development and client care. This includes the provision of LCSW and / or LCPC advanced licensure supervision hours for incoming clinicians.
3. Lead the development and implementation of Medicaid billing processes for the clinical group, ensuring all billing is compliant with state and federal regulations. Oversee the preparation of Medicaid documentation, audits, and reporting to ensure accurate and timely billing.
4. Operationalize the strategic vision for furthering the scope of clinical services for the agency by meeting quarterly goals by identifying internal and external opportunities of need for clinical services, particularly for children and families in need of stabilization, crisis intervention and support. Advocate for the expansion of services in high-need communities and work on building programs that align with family stabilization services.
5. Implement quality improvement initiatives to enhance the effectiveness and efficiency of services offered across all sites. Ensure quality outcomes of clinical services using key performance indicators (KPIs), best practice trends, data and feedback to drive continuous improvement. Provide regular reports on clinical outcomes, Medicaid billing, and service delivery to the Corporate Officers and Board of Directors.
6. Develops, manages and monitors department budgets, allocates resources, and optimizes financial performance while maintaining the highest quality of care. Regularly collaborates with program leadership and finance to put in place billing procedures that ensure high collection rates. Provides innovative solutions programming, allocating resources and maintaining budgets.
7. Oversee the procurement, management and delivery of services with grants and other funding for clinical services, ensuring compliance with grant terms and proper utilization of funds. Support and manage the submission of grant proposals and reports, ensuring alignment with programmatic and fiscal objectives.
8. Fosters a culture of collaboration and professional development amongst collateral internal agency teams and implements innovative and effective treatment programs that meet the diverse needs of clients.
9. Ensures promotion of the Agency services in the local congregation, local funding sources including United Ways, 708 Boards, Local Area Networks, and general relationships with DCFS, DHS, DPA and other funding entities.
10. Engage with stakeholders, including clients, families, community organizations, and funding agencies, to promote the organization's clinical services and mission.
11. Perform other duties as assigned.
Knowledge and Ability Requirements :
- Understands various treatment / counseling situations and theories including Trauma-Informed Therapy, Solution Focused Brief Treatment, Cognitive, Family Systems, Behavioral, Crisis Intervention, and Substance Use and Abuse. Knowledge and understanding of the use of medications to treat psychiatric disorders.

- Expertise in Medicaid regulations, billing, and compliance, particularly in the context of community-based and child welfare services.
- Proven success in building community partnerships, identifying areas of need for clinical services, and developing new programs in response to community demands.
- Proven success in grant funding management and collaborating with school districts to support clinical services.
- Independent with demonstrated use of sound judgment, including demonstrating decision-making capacity in various situations. Demonstrated ability to remain calm in high-stress situations while maintaining an understanding and supportive demeanor including responding with confidence, accuracy and detail while under pressure.
- Leads discussions, conceptualizes well and communicates effectively; advocates for families served within the larger community and other macro systems; mobilizes and educates families about formal and informal resources to support families.
Education and Experience :
A Master’s Degree in Social Work with at least ten years of clinical and managerial experience and an Illinois LCSW or LCPC required. A demonstrated ability to plan, budget, organize and communicate in a management capacity.

The employee must occasionally lift and / or move up to 20-30 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus. The employee is required to have valid driver’s license, auto insurance and must be able to safely operate a motor vehicle. The work environment characteristics include a noise level which is usually low to moderate.
