POSITION SUMMARY: The Latinx Program Supervisor/Mental Health Clinician is responsible for assisting with the internal operations of the Latinx outreach program including monitoring the compliance with applicable governing rules and regulations. In addition to maintaining a clinical caseload of up to .8 FTE, this position is responsible for ensuring contract requirements and performance expectations are being exceeded or met by staff and interns in the Latinx outreach program. ESSENTIAL JOB FUNCTIONS/MAJOR JOB RESPONSIBILITIES: ● Conduct mental health screenings and assessments to individuals in the Latinx Outreach Program determine treatment needs ● Diagnose mental health conditions based on client reports utilizing most current DSM format ● Facilitate client participation in the development of treatment plans based on client strengths ● Provide culturally appropriate, trauma-informed counseling to individuals, families, and groups ● Maintain timely case notes and records in alignment with the agency’s documentation standards ● Apply evidenced-based practices in treatment ● Collaborate with client supports, including family members, partner agencies, and others as indicated ● Utilize and provide consultation to community resources, when appropriate. ● Follow professional and agency standards. ● Represent the agency in the community. ● Model and encourage direct, professional communication among staff members, and facilitate development of a positive staff support network. ● Demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the populations served. PROGRAM Supervisor TASKS: ● Work closely with the Mental Health Management team to ensure the smooth operations of the Latinx Outreach program, including interfacing with billing and reception staff. ● Maintain positive working relationships with referents and community partners (Unidos, the Latinx Advisory Council, etc. as it relates to the Latinx Outreach Program) ● Work with the Mental Health Management team to identify and manage strategies and procedures for program efficiencies and contract performance. ● Act as a clinical support for the Culturally specific peer support specialist and move to supervising the position in the next 12 months. ● Help monitor and ensure that the Latinx Outreach Program operates within its budget and fulfills the expectations outlined in its contracts. ● Follow professional and agency standards ● Model and encourage direct, professional communication among staff members and facilitate development of a positive staff support network ● Coordinate and partner with various county agencies and programs to build the program via networking and outreach. CLINICAL TASKS: ● Establish an ongoing therapeutic relationship with assigned clients. ● Assess client problems, prepare treatment plans and write progress notes for each session. ● Review cases and revise treatment plans, as needed. ● Close cases when appropriate in a timely fashion. ● Attend and participate in supervision, consultation and staff meetings regularly. ● Return phone calls, make collateral contacts when necessary, and coordinate care with other agencies involved with the client when appropriate. ● Comply with federal, state, county and agency standards and requirements. ● Read current professional literature, receive training on a regular basis and present pertinent material to other staff members. ● Develop and present special workshops or seminars for clients on a regular or periodic basis and teach classes for the community. ● Prepare and deliver presentations to community groups. SECONDARY FUNCTIONS: ● Ensure Human Resources, complaint/grievance, and informed consent practices are in line with Medicaid and YCCO delegated activities. ● Attend supervision, consultation, and staff meetings regularly. ● Comply with federal, state, county, and agency standards and requirements. ● Contribute to planning and future directions of the agency. ● Provides back-up support for the management team when others are out of the office. ● Perform duties and work on other projects as assigned SUPERVISORY RESPONSIBILITY: This position will supervise staff and interns while they are working in the Latinx Outreach Program. INTERPERSONAL CONTACTS: Communication within the Mental Health team and its staff is highly sensitive and confidential in nature. Tact and diplomacy is highly valued. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. ● Proficiency in Word, Excel and Credible is required ● Working knowledge of the Oregon Administrative Rules Service and Documentation Standards (309-19-0135 to 309-19-0140) is required ● Experience in data collection, analytics and reporting ● Attention to detail ● Systemic orientation to workplace ● Excellent interpersonal, oral and written communication skills ● Excellent time management skills ● Must have mature work habits with the ability to work without supervision ● Must be able to work in a multicultural setting ● Requires strict adherence of HIPAA standards in the office workspace to ensure confidentiality EDUCATION and/or EXPERIENCE: ● Master’s degree granted by an accredited institution in Counseling, Marriage & Family Therapy, Social Work, Psychology, or closely related field or ability to obtain degree within 6 months is required. ● Experience facilitating groups gained through employment or internship, is a plus. ● Program management or supervision skills highly desired. ● Experience working with and organizing diverse communities. ● Knowledge and professional experience working in the mental health field. ● Ability to work well autonomously. ● Strong time management skills. ● Embrace diversity. ● Strong interpersonal communication skills. ● Access to reliable transportation with the ability to provide proof of current driver license and automobile insurance. CERTIFICATES, LICENSES, REGISTRATIONS: Current counseling certification and licensing in the state of Oregon, or making progress toward securing an Oregon license in the next 6 months . Must meet State of Oregon Administrative Rule requirements for a Qualified Mental Health Professional (QMHP) and possess, or work toward, MHACBO certification as a QMHP-C unless already pursuing licensure through another counseling or social work profession’s licensure board. Must have a current driver license, car insurance that meets agency coverage requirements, and access to a reliable vehicle.
