Basic Function
The Cost Analyst is responsible for tracking and communicating the Key Performance Indicators (KPI’s) of the Maintenance, Program Maintenance, and Capital Projects. The Cost Analyst recommends corrective actions and enhancements to improve the performance of the group around cost discipline.
Roles & Responsibilities
- Maintenance:
o Support the Plant Controller and Reliability Manager in the development of the annual reliability budget
o Develop and communicate the monthly routine maintenance expense forecast, support development of the monthly actual vs. budget expense report and provide support as required in the development of other key performance trends and metrics
o Develop and communicate the monthly extraordinary maintenance expense forecast, support development of the monthly actual vs. budget extraordinary maintenance expense report and provide support as required in the development of other key performance trends and metrics
o Support the development of the monthly program maintenance expense forecast, support development of the monthly actual vs. budget program maintenance expense report and provide support as required in the development of other key performance trends and metrics
o Actively participate in the month-end close process
o Provide maintenance rentals management support
o Provide support and instruction regarding maintenance cost classification and cost consistency
o Work with accounting to resolve work order settlement/re-settlement issues as they arise
o Work with the Procurement and Suppliers to resolve backlogs for SESs, blocked invoices, parked items and un-approved SES reports
o Monitor resident and outside vendor contracts and outline agreements to insure proper billing and SES accuracy
o Work as a liaison between Procurement and Maintenance resolving SAP problems and cost center issues
- Capital:
o Develop forecasts and prepare the cost reports for all Capital Projects
o Provide cost reporting to support monthly Capital Steering Team meetings
o Conduct monthly cash flow reports and submits accruals reporting
o Audit invoices with timesheets before approving in SAP
o Perform on behalf of Project Managers final approvals for payments of TRACK entries
o Confirm materials, services and equipment charges on invoices supporting SES approvals
o Create notifications and workorders for maintenance work on Capital Projects
o Releases WBS elements as needed
o Create and modify change order requisitions as needed
o Closes out POs, WO’s, WBS elements and resolves GR-IR imbalances
o Work with outside vendors to resolve invoice and timesheet problems
o Inform Capital Fixed Accounting of mechanical and financially completion of projects
o Review Capital Project Estimates for consistency and errors
o Develop forecasts, prepare the cost reports for Project Managers
o Uploads monthly forecasts of CCO Portfolio of active projects into the LRP Database
o Review and monitor portfolio costs for tracking
o Support Portfolio Manager in development of LRP inputs as needed
Min. Qualifications
- Bachelor degree in Business, Project Engineering, Construction Management, or related field and equivalent work experience
- Typically, 3 years of cost control experience preferably in relation to petrochemical or refining industry projects
- Knowledgeable regarding petrochemical/refining industry contracting practices, project control reporting processes, project management practices, and financial system processes related to project management
- Self-motivated problem solver with excellent analytical skills and attention to details
- Familiar with risk management and analysis
- Strong computer skills, particularly with SAP, Microsoft Excel, Power BI, TEAMS, LRP Database Program
Preferred Qualifications
- Additional computer skill preferably with TRACK
