Basic Function
Focal point for process safety systems for the site. Directs the incident tracking and action item management system for the site. Leads the incident investigation process for the site. Focal point for maintaining departmental documents in Documentum. Completes additional assignments as directed such as data gathering and reporting.
Roles & Responsibilities
- Establishes process safety performance metrics, and monitors and communicates progress.
- Drives the Management of Organizational Change (MOOC) system. Audits MOOCs to ensure MOOCs are entered for all covered changes, checklists are attached to Action Plan, action items are entered and checks for timely closure.
- Manages site incident reporting and action item tracking for the site ensuring on-time completion of action items, findings, and audits.
- Oversees Incident Investigation program for the site, including status tracking and reporting; maintaining investigation and incident dashboards. Provides a QA/QC function for incident investigations to ensure that all requirements are met.
- Trains new investigation leads in Barrier Failure Analysis and Deviation Analysis methodology
- Shepherds investigations through the process to ensure that a charter is issued, 24-hour notification is distributed, management review meetings are established, investigation summary is issued and that extensions are requested, if needed.
- Stewards Investigation and Action Item Extensions; manages the process, provides overdue/extended metrics, and audits documentation.
- Leads/Participates on incident investigations teams as necessary. Consults on human factor and performance modes to identify systematic issues and corrective actions during investigations
- Maintains assigned process site safety programs/systems, and propose improvements or corrective actions where deficiencies are identified. Act as the trusted subject matter expert for their assigned programs.
- Performs Process Safety Field Audits
- Actively participates on corporate safety professional networks as directed.
- Acts as a process safety role model for all employees and contractors through their behavior and active participation in site process safety rituals.
- Supports and provides direction to the site's process safety programs.
- Interprets and communicates regulatory requirements, effectively identifying solutions when rule ambiguity exists.
- Provides PHA Leaders with data, templates, and requirements for performing PHA studies, and assists with PHA QA/QC
- Audits and reports on PHA Documentation.
- Creates and manages HSE dashboards for the site
- Drives Human and Organizational Performance culture across the site
- Tactically coordinates training roll out plan for Human and Organizational Performance at the site
- Trains workers in Human and Organizational Performance methods
- Leads/Participates in site OE Self-Assessments/Gap Assessments/Corporate Audits to identify gaps in adherence to standards and works to develop plans to close gaps
Min. Qualifications
- BS Degree in HSE, ChE, or equivalent.
- Minimum of 4 years of relevant experience.
- Possesses good organizational skills.
- Self-motivated and able to work with minimal supervision.
- Excellent communication skills, both oral and written. Ability to interact professionally and appropriately with people throughout the site.
- Ability to simultaneously manage multiple projects.
- Demonstrated proficiency in MS Office (Word, Excel, and PowerPoint) and other applications/software.
