Basic Function
The Lead, Regional Project Controls supervises the regional Project Controls Team, is responsible for establishing and maintaining project estimating, scheduling, cost processes, capital budget and ensuring the governance on projects to meet the quality and technical requirements of LyondellBasell’s Project Management Process (PMP). The regional locations consist of the LIP JV in Westlake and the LLO site in Lake Charles.
Roles & Responsibilities
General:
- Interfaces with Site Capital Managers and Site teams to ensure needs are met.
- Leads and supervises regional team consisting of Cost Analysts, Schedulers/Planners and Estimators (5 to 6 people total). The region capital portfolio ranges from $60MM-$100MM per year.
- Accountable for quality and timeliness of the Project Controls teams work.
- Drives standardization and use of best practices at all sites (champion).
- Reviews and approves the project controls plan(s) based on the scope and execution strategy provided by the project team.
- Oversees schedule and estimate development.
- Adjusts staffing levels as needed based on the region Capital Long Range Plan.
- Assigns Project Controls discipline personnel to provide project estimate, cost, schedule, and metrics information as required for project planning, funding, and reporting purposes.
- Establishes and ensures maintenance of the estimating, cost, and scheduling processes of contractors, subcontractors, and vendors.
- Supports and participates in plant safety goals.
- Prepares and maintains workforce plans to ensure project controls staffing levels are appropriate.
- Collaborates with the project managers and other project team members to identify, characterize and document project risks in a risk register and develop mitigation plans.
- Ensures the cost estimates, schedules, labor-hour budgets, scope changes, and budget revisions produced by contractors, subcontractors, and vendors are reviewed appropriately.
- Ensures that project controls data that may be applicable to future projects is collected and captured in the appropriate LyondellBasell systems.
- Assists in benchmarking efforts and the completion of contractor, subcontractor, and vendor reviews and audits.
- Develops team members to continue to drive improvements in Plant Project work practices.
- Attends face to face meetings at the regional site locations.
- Supervises cost analysts, estimators and schedulers.
- Participates/leads the risk and contingency evaluation and related probability analysis activities.
- Provides support and training to Project Managers and new members.
- Facilitates and ensures governance processes (gate reviews) are completed in accordance with PMP standard.
- Manages the capital portfolio budget, ensuring the Long-Range-Plan is aligned with the capital cost flow forecast.

Min. Qualifications
Education and Minimum Qualifications:
- Bachelor's degree in Engineering or Construction Management
- Project Management Certification is preferred.
Work Experience and Expertise:
- 10 years of project management, construction management, project controls, or equivalent experience in the petrochemical or refining industry.
- Knowledge of relevant project implementation models capturing the different phases in the project lifecycle together with the specific information requirements at each stage.
- Construction field experience, granting the ability to translate construction requirements into assumptions and inputs into the project estimates.
- Ability to work with a wide variety of personnel and stakeholders at different levels of engineering, design, maintenance, and management as well as external stakeholders.
- Demonstrated management experience or the ability to successfully influence project teams.
- Knowledge of contracting practices, project control processes, project management practices, and financial system processes related to project management.
- Ability to surface conflicts and resolve them effectively.
- Ability to push back on leadership when required to ensure successful project outcomes.
- Strong verbal and written communications skills with the ability to communicate effectively within project teams, site organizations, and corporate departments.
- Familiar with Primavera P6, Aspen Capital Cost Estimator (ACCE), and SAP. Proficient using the Microsoft Office software suite (Excel, Word, PowerPoint, Outlook).
