Basic Function
The Encroachment Review Specialist is responsible for preserving pipeline infrastructure by identifying, managing, and mitigating encroachments on Equistar Pipeline rights-of-way (ROW). In addition this role ensures the safety and integrity of pipeline infrastructure by coordinating with landowners, developers, and regulatory agencies, etc. to prevent unauthorized activities and encroachments near Equistar Pipelines. Responsibilities include supporting field operations and maintaining safety standards while managing encroachments and damage prevention initiatives. The Encroachment Review Specialist will support maintenance activities in securing Right-of-Entry, permits, and access agreements with land and facility owners. Collaborate with and support other departments when needed.
Roles & Responsibilities
Review Encroachment Requests : Evaluate applications for encroachments, including construction or other activities near pipeline rights-of-way in accordance with Damage Prevention Procedures and Equistar’s General Construction Requirements.
- Site Assessments : Conduct field inspections to assess potential impacts of proposed projects on pipeline infrastructure and to detect potential encroachments.
- Risk Analysis : Identify and analyze risks associated with encroachments and make recommendations for mitigation measures by drafting Letters of No Objection (LONOs) in accordance with Damage Prevention Procedures and Equistar’s General Construction Requirements.
- Compliance Monitoring : Ensure all encroachment plans and LONO agreements comply with local, state, and federal regulations, as well as company policies.
- Stakeholder Communication : Interact and build relationships with landowners, land developers, contractors, surveyors, Homeowners Associations (HOA), other Pipeline Operators and governmental agencies to discuss encroachment concerns and requirements. The successful candidate will also have excellent communication skills, with the ability to correspond with external personnel, including landowners, government agencies, and surveyors, and establish accountability and rapport as a Company representative. Must maintain a high level of professionalism and integrity in interactions and negotiations with third parties that may be challenging.
- Documentation and Reporting : Maintain accurate records of encroachment requests, approvals, communications, and inspections; prepare reports for management and regulatory bodies.
- Right-of Way Knowledge : experience in understanding, interpreting and applying right-of-way easements and other related legal instruments as well as contract / lease language and law related to property rights. Working knowledge of land management, legal instruments, title, survey, and related processes.
- Collaboration : Interface professionally and proficiently with internal personnel such as engineering, damage prevention, GIS, legal, corporate real estate, and leadership to ensure alignment on encroachment issues and / or pipeline projects.
- Support Field Operations : Effectively responding to and supporting inquiries from internal and external stakeholders regarding the company’s excavation safety procedures.
- Training and Guidance : Provide training and support to internal teams and external stakeholders on encroachment policies and best practices. Support public awareness campaigns aimed at educating communities about pipeline safety and encroachment prevention.
- Access Agreements : Work with external stakeholders, including pipeline or facility owners, electrical right-of-way owners, state and city authorities, railroads, and landowners, to secure Right- of-Entry, access agreements, and permits for Equistar projects.
