Position Summary
The DOT Regulatory Compliance Specialist reports directly to the Manager of Quality Assurance and is primarily responsible for facilitating and/or completing many of the tasks required to maintain compliance with both Federal and State pipeline safety regulations, along with the Pa Dept. of Labor & Industry (DOLI) regulations to insurance safe and compliant operations of pressure vessels. This will require working closely with various groups, such as Midstream/Production Operations, Maintenance, and Asset Integrity that perform various compliance activities.
In addition, the DOT Regulatory Compliance Specialist will assist with and provide input on tasks performed by the Supervisor DOT Compliance, especially related to Operations & Maintenance (O&M) manual maintenance, audit preparation, construction/repair project compliance, records maintenance, communication/implementation of compliance requirements, etc.
Responsibilities
The primary responsibilities of the DOT Regulatory Compliance Specialist include, but are not limited to:
DOT
- Submit annual gathering, transmission reports
- Submit state reports (PA Act 127, WV Special License (3” equivalent), VA Information Request)
- Submit incident reports
- Submit safety-related condition reports (SRC)
- Submit PHMSA notifications
- Determine pipeline categorization/classification
- Determine applicable regulations
- Facilitate activities to meet required regulations
- Update O&M manual with changes to regulations
- Participate in O&M manual review
- Update Public Awareness program with new/removed facilities
- Attend public awareness/liaison meetings (annually)
- Maintain list of required OQs
- Manage internal evaluators and tasks
- Assess integrity threats and determine risks
- Determine risk-mitigating activities
- Establish MAOPs
- Facilitate audits (preparation, execution, follow up)
- Provide applicable notices
- Document programs (public awareness, IMP, OQ, D&A, etc.)
- Document all reports
- Identify missing records
- Provide records for asset purchases, sales
- Participate in control room audits
DOLI
- Perform preaudit inspections of DOLI regulated assets
- Provide guidance to Operations on how to address regulatory deficiencies
- Perform follow up inspections to maintenance tasks
- Schedule regulatory inspections with the DOLI inspection agency
- Work directly with the DOLI agency to correct any issues found through inspection and auditing
- Manage invoicing and permits
- Manage DOLI inspection agency contracts
General
- Perform basic project management (maintain schedules, manage budgets, provide updates to management, etc.)
- Assist in defining and developing quality program status indicators and performance measurements for the Quality Department.
- Provide trend analysis on quality issues and performance metrics.
- Develop, implement, and maintain procedures for inspections and testing in compliance with the Quality Management System (QMS).
- Mentor Inspectors
Minimum Position Requirements
- 5 years of related experience with gas industry pipeline & facilities construction with a minimum of 3 years of experience with regulatory pipelines & facilities.
- Minimum of 3 years experience in a Supervisory position with pipeline operating companies or pipeline construction contractor preferred.
- Minimum of 1 year of college study of Construction Management or Engineering preferred.
- Experience or professional accreditation in reading and interpreting industry standards (API, ASME, AWS, etc.)
- Excellent organizational, scheduling, document control, and communication skills.
- Must possess good computer skills including proficiency with common desktop software applications including Microsoft Office and Microsoft Project.
- Ability to multi-task.
- Possess ability to read and interpret engineering drawings, specifications and procedures.
- Experience with mapping skills for maintaining and updating As-Built conditions.
- Ability to supervise personnel.
- Must possess dispute resolution skills.
- Experience and knowledge of applying standard health, safety and environmental requirements on construction projects required.
