Job Summary
Manages subdivision preliminary and final engineering, platting, dirt management and associated schedules. Coordinates with consultants and municipalities to ensure engineering submittals are approved in accordance with project time frames. Works across departments with land, purchasing and construction teams to oversee dirt management and lot fit issues. Assists land department in preliminary platting, due diligence, zoning, preliminary engineering, development, project bidding and budgeting of subdivision development.
Duties and Responsibilities
- Manage engineering of subdivision, resolve utility, grading, site earthwork balancing and storm water issues and shepherd government approval.
- Manage engineers and outside consultants; including but not limited to work product, contracts, invoices and payments.
- Manage and conduct due diligence for acquisitions; Prepare project due diligence reports and conduct more intensive due diligence as need including but not limited to environmental analysis of wetlands, streams, subsurface soils analysis (e.g., water, rock, soft soils, contaminations).
- Examines site plan development with respect to topography, floodplain, dry utilities, storm water, sanitary sewer, storm drainage and water feasibility
- Assists with preliminary project budget and construction cost estimating.
- Review final engineering for constructability concerns, value engineering opportunities and quantity checks.
- May attend public hearings and assist with technical issues with respect to site utilities, floodplain, and environmental concerns.
- Schedule preliminary plat and/or development plan, and preliminary engineering with engineers and planners, solve issues and shepherd government approvals.
- Manage environmental approvals (e.g., EPA NOI, PTI, Water, 401, ACOE NWP, etc)
- Assist in final plat and drainage maintenance/petition preparation and government approvals including but not limited to EPA.
- Assist with construction bidding in reviewing earthwork and pregrade documents prior to bidding to insure efficient dirt management.
- Address construction issues relating to project bidding and construction and manage project supervisors in solving problems.
- Attend weekly meeting with engineer and update schedule of preliminary engineering, preliminary platting and address construction issues; Review budgets and costs.
- Assist with special projects as requested and perform additional duties as required.
- Assist in the turnover of finished land to Homebuilding.
- Address any engineering issues involving the turnover of land to Homebuilding.
- Assist with plans to manage surplus basement dirt.
- Assist with the preparation and submittal of Land Committee budget assumptions.
- Adhere to and refine as needed standard operating procedures for the land team.
Minimum Education Experience:
Bachelor’s Degree in Civil Engineering preferred or other college degree and 5-years’ experience in land development or equivalent experience preferred.
Skills and Abilities:
- Excellent verbal and written communication skills for interaction with a variety of people inside and outside of organization.
- Decisiveness and good judgment, problem-solving and analytical skills to act with authority and take approved risks.
- Working knowledge of Columbus market and associated geographical locations.
Work Conditions:
Must be able to walk potential site before and during construction, attend evening meetings, local driving required.
