POSITION : Superintendent of Public Works & Water

LOCATION : Clinton, NY

SUMMARY : Our client, The Village of Clinton, is looking for a Superintendent of Public Works & Water to join their dedicated team. The position has responsibility of all the public works activities in the Village of Clinton. This position involves responsibility for the construction, maintenance and extension of streets and roads. In addition, the Superintendent of Public Works & Water is responsible for water treatment, wastewater sewers, water distribution, green waste / large debris collection, tree management and parks maintenance. The work is performed under general supervision. Supervision is exercised over a number of subordinate employees engaged in public works activities. The Superintendent performs related work as required. The Superintendent reports to the Mayor and Village Board of Trustees.

Through knowledge of principles, practices and equipment used in the construction and maintenance of streets, sidewalks, sewers and related public works activities. Knowledge and experience with the principles, practices and equipment involved in the operation and maintenance of wastewater systems, and water system repair and treatment plants. Knowledge of the maintenance and repair of heavy motorized equipment. experience and ability to plan and supervise the work of subordinates; ability to work from plans, specifications, and blueprints.

CORE RESPONSIBILITIES :

Plans, supervises and participates in the construction, extension and maintenance of streets and roads.
Supervises the operation and maintenance of the water treatment plants, tanks, and water fields.
Supervises and participates in the extension of storm water and sanitary sewers and water lines, lead pipe inventory, manhole, hydrant, radio meters, etc.
Directs and assists in the removal of snow and ice from streets and roads within village and the removal of snow from sidewalks, and street sweeping seasonally.
Supervises the care and maintenance of tools, vehicles and equipment.
Oversees the care and maintenance of parks, village green, event set up, etc.
Discusses public work activities with the internal departments, Board and public.
Makes recommendations to the Village Board regarding major projects and the budget needs for material, equipment and manpower.
Keeps records of public works activities and prepares internal and state reports. Attends internal and external committee meetings. Is the Village Liaison for county commissions.

REQUIREMENTS :

Graduation from high school AND either four (4) years of experience in the construction or public works fields, or work of a similar nature OR four (4) years of experience in the operation of a water or wastewater plant, or work of a similar nature.

Ability to plan, resourcefulness, good judgement, organizational skills, ability to delegate, budget, scheduling, develop reports, identify and monitor problems, initiate solutions. Communication skills (verbal / written) internally and with the public and other agencies. Computer skills.

Proven leadership experience, with the ability to manage diverse teams and complex operations.

Strong knowledge of public works infrastructure, water systems, and relevant regulatory requirements.

Experience with budget development, project management, and capital planning.

Excellent communication, problem-solving, and organizational skills.

Proficiency in Microsoft Office Suite, GIS, and relevant operational software.

Valid New York State driver’s license.

Licenses and Certifications :

Class 2B Water License (Water Plant Operation)

Class D Water License (Water Distribution)

Class B Driver’s License

Possession of an appropriate certificate for the operation of a water system issued by the New York State Department of Health and / or commissioner at the time of appointment, where such a certificate is necessary.

SCHEDULE & BENEFITS :

Hours :

Spring / Summer / Fall. Monday-Thursday 6am-3 : 30pm. Friday 6am-10am

Winter 6am-2 : 30pm Monday-Friday

Holidays : 13 paid holidays annually.

Vacation : Starts accruing after 6 months (2.5 days) and increases up to 25 days for 30 years of service. Employees can carry over up to 5 days per year.

Sick Leave : Accrued at 1 day per month, with a maximum accrual of 100 days. Excess sick leave is paid out annually. Sick leave can also be used for family care.

Personal Leave : 2 days per year.

Medical Insurance : 100% coverage, including premiums, co-pays, prescriptions, and out-of-pocket reimbursements.

Medical Insurance Buy-Out : Monthly stipend for employees opting out of medical coverage.

Dental and Optical Insurance : 100% coverage.

Life Insurance : $25,000 coverage.

Optional Insurance : AFLAC available for additional medical-related expenses.

Short-Term Disability : Available through NYS Disability Insurance Program.

Workers' Compensation : As per NY State regulations.

Social Security : Village matches employee contributions.

NYS Employees' Retirement System : Mandatory enrollment, accessible at age 55 with 30 years of service.

Deferred Compensation Plan : Voluntary tax-free investment program.

Clothing Allowance : $400 annually for DPW employees.

Work Access : Use of Village trucks and operations out of the Department of Public Works Plant / Garage.

Yearly increases : Evaluation system with merit pay yearly.

Working Conditions :

Work is performed in both office settings and outdoor environments, including construction sites and water facilities.

Must be available to respond to emergencies and work outside regular business hours as needed.

Physical demands include walking, standing, and occasional lifting of materials or equipment.

Compensation : 100,000-$120,000
