Policy Analyst

M9 Solutions is seeking a Policy Analyst to work hybrid remote/on-site on a government contract for a client located in Washington, DC. An active TS/SCI clearance is required.

Responsibilities

• Interpret business needs and project requirements as they pertain to policy, governance, and data management.
• Work with Privacy and Civil Rights / Civil Liberties offices to ensure compliance with oversight responsibilities.
• Analyze and select appropriate responses to data and information sharing challenges.
• Work with key business stakeholders, IT experts, and subject-matter experts to plan and deliver optimal data governance and policy solutions for specific use cases.
• Perform non-technical analyses on project issues and help to ensure technical implementations follow data management expectations.
• Occasionally (as needed) support off-hours deployment, such as evening or weekends.
• Create and manage product roadmaps that reflect both innovation and growth strategies.
• Partner with a government product owner and a product team of 7 - 8 FTEs.
• Develop and maintain artifacts.
• Coordinate and document dataflows, capabilities, etc.

Required Skills and Qualifications

• Active TS/SCI security clearance is required.
• Ability to be on-site 60% of the time at a SCIF located in Washington, DC.
• Bachelor's degree in public policy, political science, or international relations, or related degree program from an accredited university/school/college with 4 - 6 years of demonstrated policy and requirements management experience, or master's degree with 2 - 4 years of relevant experience.
• Solid understanding of the policy development, analytical tradecraft, and change management processes.
• Experience working with technical POCs to translate operations concept, system and product designs, and requirements into developing policy documents.
• Demonstrated ability to effectively work with and communicate with all levels of management and individual contributors on a program team.
• Experience drafting, reviewing, and coordinating policy requirements across various stakeholders.

Preferred Skills and Qualifications

• Master's degree or equivalent experience in a related field.
• Experience in policy development and experience providing technical direction and clarification of requirements to data science, data analysis, data engineering, integration and test teams in a predominantly Agile environment.
• Experience working with systems engineering functions including operations concept development, system and product design, requirements management, technical risk management, interface definition and control.
• Knowledge of and experience working in requirements management tools (Jira, Confluence, MS Teams, Agile Manager, etc.).
• Policy and Governance experience on a large government software or data analytic development contract.

• M9 Solutions' pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include, but are not limited to, responsibilities of the position, education, experience, knowledge, skills, abilities, as well as internal equity, location, alignment with market data, applicable bargaining agreement (if any), or other law.
