GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

This position is designated as an Emergency Personnel Position. Due to the critical nature of these job functions associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

The Local Coordinator is responsible for supporting local-level emergency management program activities, including mitigation, preparedness, planning, response, recovery, and training, with local emergency management, public safety, public health, volunteer, and municipal officials. In addition, the Local Coordinator is responsible for supporting the implementation of state level emergency management activities in coordination with the local communities in his/her assigned MEMA Region. Duties include providing guidance, technical assistance, planning support and training to local emergency managers and public safety officials; providing in-field emergency response support to community officials during emergency incidents and pre-planned events; and managing and implementing programs and initiatives as assigned by the Regional Manager and/or senior MEMA personnel. Local coordinators assume operational duties during disaster related incidents, planned events and emergency response practice exercises. Performs other related work as required or assigned.

DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES:

  • Through frequent meetings and community visits, develop and maintain working relationships with local, regional, state and federal agency partners and stakeholders within the assigned MEMA Region to enhance MEMA’s ability to work effectively with its partners. Coordinate with and assist local emergency management directors, public health officials, public safety officials, members of volunteer organizations, and community officials with activities associated with all phases of emergency management. Assist EMDs with building strong emergency management plans, programs, teams, and capabilities within their community. Represent MEMA at Regional Homeland Security Council meetings, County Public Safety Official meetings and Regional Health & Medical Coordination Coalition Meetings.
  • Prepare and present information to local community officials and stakeholders within the assigned MEMA Region on emergency preparedness programs. Represent MEMA at local, regional, and statewide planning meetings, response coordination meetings, operational meetings, after action review meetings and other meetings as appropriate. Represent MEMA at local, regional, and statewide emergency response practice exercises.
  • Incumbent must regularly provide briefings and information, using excellent oral presentation skills and having the ability to present to groups of 20-40 stakeholders.
  • Provide in-field support to communities as a representative of MEMA during emergency incidents, and pre-planned events to support emergency field operations. Request and coordinate state and partner assets on scene, collect and disseminate information to MEMA Director, Regional Manager, Duty Officer, the Regional Emergency Operations Center, the State Emergency Operations Center, and involved stakeholders. Act as a liaison between federal, state, volunteer and local resource providers. Respond to local and state command posts on scene as requested.
  • Participate in emergency response operations at the State Emergency Operations Center (SEOC), MEMA Regional EOCs, or a Local Emergency Operations Center (EOC) during emergency incidents, planned events, and emergency response exercises. May assume management responsibilities during these activations.
  • During the disaster recovery phase, coordinate with the MEMA’s Disaster Recovery Unit to assist communities in conducting initial damage assessments; assist FEMA and community officials in conducting formal Preliminary Damage Assessments (PDAs); assist community officials with the use of the FEMA Grants Portal; provide information to local emergency managers and other local officials about available federal and state disaster aid (Public Assistance Program, Individual Assistance Program, Small Business Administration Program, etc.). As needed, assist local community officials and the MEMA Disaster Recovery Unit in preparing applications for disaster reimbursement. Assist local community officials in establishing and supporting a local Resource Recovery Center.
  • Assess training needs at the local level and provide training programs in conjunction with MEMA’s Training and Exercise Unit. Will be assigned to lead trainings and workshops and coordinate follow up actions after training is conducted. May be the lead instructor on programs including: WebEOC, EOC Operations and Management, Commodity Point of Distribution Operations, Basic Sheltering Concepts, EMD Orientation, Continuity of Operations Planning, Local Comprehensive Emergency Management Planning, Until Help Arrives and other assigned training programs, as necessary. Provide feedback on effectiveness of training programs and recommend changes to enhance program effectiveness.
  • Provide technical assistance to local officials on how to apply for and manage state and federal grant programs to include: Emergency Management Performance Grant (EMPG), State Homeland Security Program (SHSP), Hazardous Materials Emergency Planning (HMEP), Hazard Mitigation Grant Program (HMGP), Public Assistance (PA) and Individual Assistance (IA) Programs and other grant programs that may become available. Ensure all programmatic and technical guidance is being followed through review of guidance documentation and site visits with community officials. Provide recommendations to Regional Manager to improve and enhance grant programs for local recipients.
  • Assist in implementing the Radiological Emergency Response Plan (RERP) of the Commonwealth during emergency practice exercises or actual incidents. This includes performing functions of the assigned standard operating procedures and/or serving as exercise support personnel (controllers) when assigned. Provide feedback and recommendations of procedural changes to enhance the RERP for future exercises and emergencies.
  • Provide technical assistance to local communities in developing certified local and regional emergency planning committees. Attend State Emergency Response Committee (SERC) Meetings to review and develop guidance and processes for certification and approval of local and regional planning committees. Facilitate and participate in annual certification exercises and drills.
  • Provide technical assistance to communities in developing Local Comprehensive Emergency Management Plans, Continuity of Operations Plans and Commodity Point of Distribution Plans.
  • Provide technical assistance to communities by assisting in the development of tabletop and functional exercises to test their emergency response plans.
  • Maintain email contact lists for community Emergency Management Directors, Police Chiefs, Fire Chiefs, Chief Municipal Officers and other emergency management partners in Lyris email listserve, WebEOC, MEMA’s website and other locations as needed and assigned.
  • Perform above duties in other MEMA Regions as needed and assigned.

Additional Duties:

  • May be assigned to participate in, or support training programs, drills and exercises.
  • May be assigned to work in or support the State Emergency Operations Center, one of MEMA’s Regional Emergency Operations Centers, or in a local or state command center during disasters, emergencies, incidents, and pre-planned events.
  • May be required to work extended hours, including during nights and weekends in the event of an emergency affecting the Commonwealth., or in support of pre-planned events or activation or a state, regional or local emergency operations center.
  • May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities. Travel may require overnight stays.
  • May be required to carry and use a two-way public safety radio during duty hours.
  • Must have basic computer knowledge and experience, and a willingness and ability to learn and use work related software programs, applications, and technology systems.
  • Must have reliable transportation to and from work or assigned locations on a daily basis as well as during emergency activations and operations.
  • Must have the ability to form effective and productive working relations with others, and to work well with others and as part of a team.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

QUALIFICATIONS REQUIRED AT HIRE:
  • Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc.
  • Knowledge of work simplifications methods.
  • Knowledge of the methods used in the preparation of charts, graphs and tables.
  • Knowledge of the methods of general report writing.
  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures etc. governing assigned unit activities.
