Job Purpose :
The Deputy Director is responsible for supporting the Executive Director in all functions of both agency administration and assigned programs (Utility Assistance, Weatherization, Housing Stabilization, Shelter, Veterans Services and Multifamily Housing Supportive Services), including but not limited to budgetary functions, personnel management, operations and planning. The Deputy Director has management authority and responsibility for performance, productivity, and compliance of all assigned programs and agency administration. Additionally, the Deputy Director is responsible for the oversight of MCCAC’s Office of Housing Stabilization, the Mid-Columbia Houseless Collaborative and its regional strategic plan in coordination with the Development / Partnerships team.
Duties, Tasks, and Responsibilities :
- Assists with creation of, helps maintain, and monitors program budgets.
- Establishes work priorities, assigns duties, monitors, and evaluates performance of direct reports.
- Establishes procedures and systems necessary to ensure compliance with all applicable contract provisions, program rules, regulations and statues.
- Ensures that staff are fully prepared for all program monitoring and reviews. Provides response to recommended findings if needed.
- Collaboratively with the Development and Partnerships Director and Executive Director, seeks out resources, public and private, to maintain and increase services and opportunities for the Mid-Columbia Region on a cost-effective basis.
- Ensures the efficient and effective use of public and private resources. Assists with Monitoring expenditures to make sure that funds are spent out timely and that expenditures are necessary and appropriate.
- Reviews contracts and negotiates changes with presenting parties. In the absence of the Executive Director, and with board authority, executes contracts and leases and other legally binding documents on behalf of MCCAC. Ensures that fully executed contracts are filed appropriately.
- Authorizes personnel actions and financial transactions in the absence of the Executive Director.
- Supports the board of directors and Executive Director in strategic and operational planning.
- Staffing to board committees, task forces and work groups as assigned by Executive Director.
- Represents MCCAC as needed at community events and on local boards, committees and commission as assigned. This position may also be asked to provide input to policy makers (local, state and federal), to meet with current and prospective donors and to represent MCCAC as part of community-level planning groups. Duties may include testimony to legislative bodies
- Maintains familiarity with changing legislative and regulatory requirements affecting program operations.
- Ensures that program design is modified timely as requirements change.
- Travels on behalf of MCCAC to attend regional, state, and national meetings and trainings.
- Supports the Executive Director in carrying out agency functions.
- May perform the duties of the Executive Director in their absence as requested and as authorized by board.
- Manages development and monitoring of program-level budgets in cooperation with program managers.
