Job Purpose :

The Deputy Director is responsible for supporting the Executive Director in all functions of both agency administration and assigned programs (Utility Assistance, Weatherization, Housing Stabilization, Shelter, Veterans Services and Multifamily Housing Supportive Services), including but not limited to budgetary functions, personnel management, operations and planning. The Deputy Director has management authority and responsibility for performance, productivity, and compliance of all assigned programs and agency administration. Additionally, the Deputy Director is responsible for the oversight of MCCAC’s Office of Housing Stabilization, the Mid-Columbia Houseless Collaborative and its regional strategic plan in coordination with the Development / Partnerships team.

Duties, Tasks, and Responsibilities :

  • Assists with creation of, helps maintain, and monitors program budgets.
  • Establishes work priorities, assigns duties, monitors, and evaluates performance of direct reports.
  • Establishes procedures and systems necessary to ensure compliance with all applicable contract provisions, program rules, regulations and statues.
  • Ensures that staff are fully prepared for all program monitoring and reviews. Provides response to recommended findings if needed.
  • Collaboratively with the Development and Partnerships Director and Executive Director, seeks out resources, public and private, to maintain and increase services and opportunities for the Mid-Columbia Region on a cost-effective basis.
  • Ensures the efficient and effective use of public and private resources. Assists with Monitoring expenditures to make sure that funds are spent out timely and that expenditures are necessary and appropriate.
  • Reviews contracts and negotiates changes with presenting parties. In the absence of the Executive Director, and with board authority, executes contracts and leases and other legally binding documents on behalf of MCCAC. Ensures that fully executed contracts are filed appropriately.
  • Authorizes personnel actions and financial transactions in the absence of the Executive Director.
  • Supports the board of directors and Executive Director in strategic and operational planning.
  • Staffing to board committees, task forces and work groups as assigned by Executive Director.
  • Represents MCCAC as needed at community events and on local boards, committees and commission as assigned. This position may also be asked to provide input to policy makers (local, state and federal), to meet with current and prospective donors and to represent MCCAC as part of community-level planning groups. Duties may include testimony to legislative bodies
  • Maintains familiarity with changing legislative and regulatory requirements affecting program operations.
  • Ensures that program design is modified timely as requirements change.
  • Travels on behalf of MCCAC to attend regional, state, and national meetings and trainings.
  • Supports the Executive Director in carrying out agency functions.
  • May perform the duties of the Executive Director in their absence as requested and as authorized by board.
  • Manages development and monitoring of program-level budgets in cooperation with program managers.

Knowledge, Skills, and Abilities :

  • Professional knowledge of the principles and practices of non-profit or governmental fiscal and program management including budget development, budget oversight, contract compliance, data tracking and reporting for complex and multiple programs
  • Professional knowledge of project development and implementation
  • Highly specialized knowledge or ability to learn technical requirements of assigned service programs and projects
  • Significant knowledge and experience planning, applying for, implementing and managing government-funded and foundation-funded service programs
  • Proven skills, knowledge and demonstrated abilities in areas of community advocacy and resource development, especially completion of grant applications.
  • Excellent oral and written communication skills
  • Ability to work in partnership with community organizations, partners, volunteers and client groups
  • Ability and skill to supervise and manage multiple programs that operate in a large and diverse region, with diverse communities
  • Excellent leadership, team building and problem-solving skills, with both internal and external stakeholders.
  • Strong public speaking and written communications skills.
  • The ability to function effectively in a legislative and regulatory environment at federal, state and local levels.
  • Key Performance Indicators (KPI’s) :

    Budget Management :

  • KPI 1 : Achieve a budget variance of less than 5% annually across all assigned programs with understanding that budgets are living documents and changes beyond that could possible occur.
  • Measurement : Quarterly review of budget actuals versus projections.
  • KPI 2 : Program managers report consistent understanding of their individual program budgets, including the ability to make adjustments due to budget variances
  • Measurement : Anecdotal reporting by program managers
  • Program Performance and Compliance :

  • KPI : Maintain program compliance with all contractual obligations and regulatory requirements.
  • Measurement : Annual audit findings and compliance reviews; percentage of program objectives met.
  • Staff Performance and Development :

  • KPI 1 : Achieve 90% or higher employee satisfaction rate based on annual surveys.
  • Measurement : Results of annual employee satisfaction surveys.
  • KPI 2 : All staff participate in a minimum of one (1) professional development and / or training opportunity annually
  • Measurement : Training attendance. Employees supervised demonstrate continuous improvement and growth, as shown by their annual performance evaluations.
  • Regulatory Compliance :

  • KPI : Ensure above 90% compliance with program regulatory requirements.
  • Measurement : Documentation of adherence to updated regulations and timely adjustments to program design. Program monitoring results from funders.
  • These KPIs are designed to provide measurable targets aligned with the Deputy Director's responsibilities in budget management, program performance and compliance, staff performance and development, operations and regulatory compliance. Each KPI should be specific, measurable, achievable, relevant, and time-bound (SMART criteria) to effectively gauge performance and support organizational goals.

    Qualifications :

  • Bachelor’s degree required (master’s degree or greater preferred); may be substituted for equivalent experience
  • Minimum of five years management level supervisory experience required
  • Required prior to date of hire, and throughout employment :
  • Valid driver’s license.
  • Proof of current auto insurance.
  • Satisfactory criminal and credit background check
  • Above certifications must be kept current to remain employed
  • Access to reliable transportation required.
  • Ability to maintain confidentiality required.
  • Position Details :

  • The position requires some overnight and out of area travel.
  • This position is rated as active with frequent kneeling, stooping, bending, and sitting, regularly requires the individual to lift 30 pounds
  • Serve as MCCAC agency representative for after-hours concerns and emergencies in event Executive Director is not available.

  • Salary and Benefits Information

  • Annual Salary Range : $ 100,000-$105,000
  • Benefits : MCCAC offers an excellent benefits package including Blue Cross medical insurance with the agency covering 90% for employees and dependents. Dental and vision coverage. Life insurance, 401k, paid vacation and sick leave.
  • Reporting Line : The Deputy Director will report directly to the MCCAC Executive Director and in the absence of the Executive Director they will report directly to the board.
  • Salary : $100,000 - $105,000
