What are the responsibilities and job description for the Facility Security Officer position at MAC3 Defense, Inc.?
MAC3 Defense, Inc. (MAC3) is searching for an experienced, reliable, and task-oriented Facility Security Officer (FSO). The applicant will manage and maintain the security programs for multiple small to medium-sized businesses across the United States with the support of the MAC3 team. This position requires the ability to apply independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters. This individual will report to the MAC3 senior management in a challenging, fast-paced, collaborative and rewarding environment. The successful candidate will achieve a balance between the overall objective and specific details, take pride in their work, and strive for excellence.
The successful candidate will support all security functions in accordance with the 32 CFR Rule National Industrial Security Program Operating Manual (NISPOM) and Director of Central Intelligence Directives (DCID) regulations. Understand all U.S. Department of Defense (DoD) security requirements, process all personnel security clearance documentation via National Background Investigation Services (NBIS), Defense Information System for Security (DISS), and NBIS eApp (electronic application), maintain records, manage Client specific security training programs as well as prepare and administer required annual refresher training. Conduct all facility related change conditions, self-inspections, and will be responsible for our Clients’ Defense Counterintelligence and Security Agency (DCSA) security reviews. Additional responsibilities include but are not limited to:
Client Personnel Support
- Clearance submissions and reinvestigations
- Employee new hires/terminations
- Employee DISS record maintenance: name changes, marriages, divorce, etc.
- Conduct Employee briefings and debriefings
- Submit visit requests as directed by the Government Customer using the Defense Information System for Security (DISS)/ Army Centralized Contracts and Security (ACCS) portal and other systems.
- Foreign travel briefings and DISS entries
Client Company Support
- New or Existing Facility Clearance Support
- Establish/Update the Facility Clearance policies and procedures
- Establish/Update the Insider Threat Program
- Update and maintain all security related databases for our Clients including DISS, National Industrial Security System (NISS) and ACCS
- Conduct biannual self-inspections for all clients
- Travel to Client sites for DCSA Security Reviews
- Investigate incidents and security violations, conduct administrative inquiries (AI), and submit reports as required
- Manage Client’s safeguarding and open storage area requirements
- Prepare and execute DD Form 254s for our Clients
- Act as liaison with DCSA, as required
- Provide expert security advice and assistance to our Clients
- Ensure our Clients are compliant with Facility Clearance (FCL) Government regulations
- Understand our Clients’ corporate structure and bylaws as they pertain to the National
Qualifications
- Experience: Minimum of 2 years as Facility Security Officer or 4 years as Assistant FSO
- Clearance: Must possess, and be able to maintain, a minimum of a Top Secret clearance and or be eligible for a Top Secret (TS) Clearance
- Education: Minimum of a High School Diploma or General Educational Development (GED)
- Knowledge: Extensive knowledge and experience utilizing DISS/ NBIS/ NISS and experience utilizing ACCS preferred
- FSO Program Management for Possessing Facilities curriculum preferred
- Establishing an Insider Threat Program training and Insider Threat Awareness training
- Personally Identifiable Information (PII) training
- Cyber Awareness training and NISS External User training
