What are the responsibilities and job description for the Redevelopment Manager position at Macon-Bibb County Government?
The Redevelopment Manager is responsible for residential rehabilitation, new construction projects and special projects sponsored by the Department and associated in association with the federal, state, and local funded programs.
- Develop and supervise contracts for completion of various departmental activities and contract administration procedures. As well as prepare contracts and monitor projects for contract and code compliance. This may also include but is not limited to requests for wage determinations, Section 3 information and other documents needed to complete federal and local reports.
- Prepare detailed Environmental Assessments for projects, review projects for State Historic Preservation Office (SHPO) compliance and all other compliance as required by the funding source.
- Maintain program files, perform progress and final payment inspections; prepare related documents; request and disburse payments; and collect necessary lien releases, code certifications, and warranties. Review files for accuracy and completeness.
- Supervise employees and contract labor involved in housing rehabilitation, new construction and special projects. This includes the coordination and oversight of day to day fieldwork to include: preparation of bid documents for advertisement and requests for wage determinations, etc. for recordkeeping performance.
- Conduct and document daily inspection of construction projects to include but not limited to Section 3, Davis Bacon projects, HUD housing standards, etc. Conduct periodic and random interviews with contractor employees to ensure contractor's adherence to specified wage rates as required (when applicable) and/or ensure the receipt of the information from contractors.
- Conduct required lead-based paint inspections (e.g., to make visual assessment for deteriorated paint surfaces at initial and annual inspections; ensuring clearance examinations are conducted when required; along with ensuring compliance with requirements for children under age six.
- Attend job and construction progress meetings with the architect, professional, engineer, and/or contractor as required to prepare reports on production, project status, etc.
- Read, understand, and interpret construction documents to include but not limited to blueprints, and specifications, as well as review appraisals. Projects/contracts may also include working with appraisers, surveyors, attorneys, and property owners on acquisition/sale matters.
- Prioritize projects to include but not limited to scheduled loan closings, new construction projects, housing inspections, etc. with Housing Staff and Housing Committee
- Keep abreast of federal, state, and local rules, regulations, policies, labor standards and procedures as they relate to Economic and Community Development Department activities as assigned.
- Assist in the development of contractor capacity and professionalism.
- Investigate, resolve, and respond to allegations and complaints during and after construction or reports of program concerns under the guidance of the Asst. Manager of Economic Development
- Provide technical assistance to banks, non-profits, governmental agencies, homeowners, homebuyers, landlords, developers, contractors, and community groups. This assistance includes preparation of plans/specifications; preparation of cost estimates; preparation of bidding and bid reviews; construction monitoring; contractor payments; and complaint/problem resolution.
- Perform other related functions as assigned or as become apparent.
The Redevelopment Manager must have, at a minimum, an Associates Degree in Building Construction or related area, or a minimum of two (2) years of college coursework in Building Construction, Urban Development, Civil Engineering; a minimum of five (5) years of experience in the building trade and/or construction trade including cost estimation with experience supervising employees/subcontractors in housing repair or construction projects; or any equivalent combination of education and experiences which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position.
