Job Summary :
We are seeking a Financial Management Specialist for an Assignment in Hanscom AFB. The ideal candidate is local to Bedford, MA or nearby areas, a highly skilled financial management professional with experience supporting DoD acquisition and sustainment programs, particularly within the Air Force, and possess a strong understanding of DoD budgeting, funds control, and compliance regulations, and holds an Active DoD-issued Secret Security Clearance.
s a Financial Management Specialist , you will support acquisition-related financial management processes in accordance with Air Force (AF) and Department of Defense (DoD) comptroller policies.
This role requires expertise in DoD acquisition phases (DoD 5000.2) and proficiency with DoD financial management regulations (DoD 7000.14) to ensure proper budgeting and financing of acquisition and sustainment programs. The ideal candidate will be responsible for financial planning, budget forecasting, variance analysis, funds control, and financial reporting to support multiple programs throughout their lifecycle.
This position demands strong analytical skills, knowledge of financial systems, and the ability to provide data-driven recommendations for improving financial efficiency and compliance.
Position Responsibilities :
Prepare program budgets, financial reports, and funding documentation.
Conduct budget forecasting, variance analysis, and financial execution reviews.
Ensure compliance with DoD financial policies and regulations.
Monitor and maintain funds control processes, including investment and operational Budget Authority.
Support internal and external financial audits, including FIAR compliance.
Provide financial insights and recommendations to program managers.
Draft and manage various funding documents such as Purchase Requests and Military Interdepartmental Purchase Requests.
Utilize financial management systems (CCaRS, CRIS, WAWF, FM Suite) for tracking and reporting.
ssist in the execution of automated financial models and control techniques.
Support DoD exercises and simulations related to financial readiness.
Research and resolve accounting discrepancies.
Required Qualifications / Skills :
Financial Regulations & Compliance : Proficiency in DoD financial management regulations (DoD 7000.14) and AF 65-series instructions governing budgetary processes and accounting practices.
Budgeting & Forecasting : Experience in preparing, analyzing, and managing program budgets, including financial documentation and variance analysis.
Funds Control & Execution : Familiarity with DoD funds control processes, including investment Budget Authority, O&M Budget Authority, reprogramming authority, and legal / statutory financial limitations.
Financial Systems & Reporting : Experience using financial management systems such as CCaRS, CRIS, WAWF, FM Suite, and classified Financial Management systems for budgeting and reporting.
Audit Readiness & Compliance : Ability to support Financial Improvement and Audit Readiness (FIAR) audits and internal control programs.
Analytical & Problem-Solving Skills : Ability to gather, assemble, and analyze financial data to prepare budget estimates, develop alternatives, and recommend solutions for funding challenges.
Communication & Documentation : Proficiency in drafting financial documents, including Purchase Requests, Military Interdepartmental Purchase Requests, program funding documents, and budget execution reports.
Collaboration & Teamwork : Ability to work in teams under tight deadlines and coordinate with program managers, financial analysts, and stakeholders.
Security Clearance : Must be able to obtain and maintain a DoD security clearance as required.
Desired Qualifications / Skills :
Advanced Financial Certifications : Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or similar financial certifications.
Program Management Knowledge : Understanding of DoD acquisition processes, contracting types, and financial planning methodologies.
Experience with DoD Exercises : Familiarity with AF or DoD simulations and exercises assessing financial readiness and operational support.
Process Improvement Experience : Background in Lean Six Sigma or other methodologies for improving financial management efficiency.
Advanced Data Analysis Tools : Proficiency in data analytics software such as Tableau, Power BI, or other financial modeling tools.
Experience with EVM Analysis : Knowledge of Earned Value Management (EVM) principles and techniques for assessing program performance.
