CLASS TITLE: PROGRAM DIRECTOR, SPECIAL EDUCATION


BASIC FUNCTION:

Under the direction of the Executive Director, Student Programs and Services, plan, organize, and direct assigned Special Education programs; manage programs involving teachers, aides, and auxiliary staff; provide leadership covering a wide variety of programs, disciplines, and disabilities over an assigned site or geographic area; supervise and evaluate the performance of assigned personnel.

REPRESENTATIVE DUTIES:

ESSENTIAL DUTIES:
Plan, organize, and direct assigned Special Education programs; manage programs involving teachers, aides, and auxiliary staff; oversee the instructional program in areas of responsibility assigned to assure individual and collective goals for students are achieved within a wide variety of disabilities and disciplines.

Provide leadership to staff in identifying instructional needs and in identifying short- and long-range objectives to meet these needs in an assigned geographic area covering multiple local districts and locations.

Train, supervise, and evaluate the performance of certificated and classified staff assigned to the program(s) managed; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; identify, provide, assign, and coordinate growth opportunities for staff.

Provide technical expertise, information, and assistance to program staff regarding programs; formulate and develop policies and procedures for programs.

Plan, organize, and implement long- and short-term plans and activities designed to develop assigned programs and services.

Implement a program of parent and community relations resulting in a more effective educational program and a positive image for the County Office.

Attend the more complex and difficult IEP or IFSP meetings; provide leadership to resolution of issues.

Participate on teams who provide case management services to participants in assigned programs.

Oversee the preparation of financial and statistical reports for assigned programs.





Represent the County Office of Education to the state and federal agencies overseeing assigned programs.

Train and oversee staff in established procedures for the identification, placement, and program review for students with disabilities.

Prepare and maintain a variety of narrative and statistical reports, records, and files related to assigned activities and personnel.

Communicate with other administrators, personnel, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.

Develop and monitor a budget for assigned program expenditures; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

Manage an assigned school or other facility.

Perform special projects involving County-wide functions and program services; prepare related reports.

Operate a computer and other office equipment as assigned; drive a vehicle to conduct work as assigned.

Attend and conduct a variety of meetings as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
Planning, organization, and management of assigned special education program(s).
Clinical supervision model or equivalent evaluative process.
Special education programs including current trends.
Positive behavior management techniques and writing behavior management plans.
Budget preparation and control.
Oral and written communication skills.
Principles and practices of administration, supervision, and training.
Applicable laws, codes, regulations, policies, and procedures.

Interpersonal skills using tact, patience, and courtesy.
Operation of a computer and assigned software.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: Master’s Degree in education, special education or related field and three years successful teaching experience in regular and/or special education.

LICENSES AND OTHER REQUIREMENTS:

Possession of a valid California Class C driver’s license. Incumbents must be insurable by the liability carrier for the County Office of Education.
Valid Administrative Services Credential.
Valid Teaching credential in one or more areas of Special Education.

Salary : $119,803 - $145,618
