Our client, a commercial electrical contracting company, is seeking a highly motivated and experienced HR Manager to lead and oversee the Human Resources function. This role is responsible for driving strategic HR initiatives, ensuring compliance with labor laws and industry regulations, and supporting a dynamic workforce. The HR Manager will play a critical role in workforce planning, employee relations, compliance, and talent management while also overseeing essential HR operations, including but not limited to certified payroll, prevailing wage compliance, and FMLA / PFML administration.

Key Responsibilities
Strategic HR Planning & Workforce Development
- Develop and implement HR strategies aligned with the company’s goals to support workforce growth, retention, and operational efficiency.
- Lead workforce planning reports, including apprenticeship programs, field certifications, and ongoing employee training.
- Partner with leadership to drive initiatives related to employee engagement, succession planning, and career development.
- Evaluate and enhance compensation, benefits, and incentive programs to attract and retain top talent. Compliance & Labor Law Administration
- Ensure compliance with state and federal labor laws, including Prevailing Wage, Certified Payroll, FMLA, PFML, OSHA, and Workers' Compensation.
- Oversee the administration and reporting of certified payroll for government and prevailing wage projects.
- Manage and update HR policies to maintain compliance with employment laws and industry-specific requirements.
- Act as the company’s primary liaison for OSHA reporting, workplace safety compliance, and labor law updates. Recruitment, Onboarding & Employee Relations
- Oversee recruiting and hiring strategies, ensuring the company attracts and retains a strong workforce in the electrical contracting industry.
- Supervise and improve the onboarding process, including HRIS setup, compliance documentation, and new hire orientation.
- Manage employee relations, including handling disputes, performance issues, and disciplinary actions in accordance with labor laws.
- Drive initiatives to foster a positive company culture, increase employee engagement, and improve retention. HR Operations & Payroll Administration
- Ensure accurate payroll processing, including certified payroll reporting for public projects.
- Oversee PTO accruals, benefits administration, and 401K contributions.
- Lead HR system management, including tracking apprenticeships, licensing, field certifications, and DOT physicals. Monitor and update HRIS (BambooHR or similar) for employee data accuracy, benefits tracking, and compliance reporting. Training & Safety Compliance
- Coordinate mandatory company training (i.e., anti-harassment, safety meetings, OSHA requirements).
- Develop and oversee education programs, including NEC classes, project-specific training, and certification renewals.
- Work closely with the safety team to ensure employees comply with PPE requirements, field safety protocols, and OSHA standards.
