Additionally, the manager will be responsible for developing and implementing policies, standards, procedures, and guidelines related to various datasets.
As a vital member of the Parking Division Leadership Team, the manager will work under the general supervision of the Parking Director. This role also involves serving as a liaison to the City IT and Finance Departments and contributing to the division’s leadership initiatives. The position requires the regular exercise of independent judgment and discretion.

Manage and supervise the data and analytics functions of the Parking Division
- Manage, coordinate, facilitate, and direct the activities of staff responsible for technology, software, and equipment, GIS/Mapping, and data analysis.
- Develop, review, and implement plans, procedures, goals, objectives, and functions of the Data and Analytics Unit.
- Prioritize and assign work.
- Actively engage in the City’s employee engagement and training initiatives.
- Participate in and/or oversee the hiring, training, evaluation, and discipline of assigned lower-level supervisors, professionals, and administrative staff.
- Meet regularly with staff to offer support and guidance, review progress, and address any issues.
Conduct varied and complex management analysis, program evaluations, and special studies regarding division operations, performance excellence, information requests, and general Parking data analysis
- Accurately prepare and provide monthly reports to the Director with information relative to the operations of the parking facilities, including, but not limited to, the revenue and expense, data collection and analysis information, and the percentage of available parking for lease.
- Process and translate large amounts of transactional data from numerous unrelated systems for revenue reporting, occupancy data, and statistical analyses.
- Build tools and processes to maintain and update the Parking Division’s dataset inventory.
- Work with City Data Team to implement publishing plans to regularly publish datasets to the City's Open Data portal.
- Automate reports and process large data sets using computer-programming software and visualize data using business intelligence tools.
- Provide expertise and consultation to managers on interpreting City data policies and operational practices.
- Develop internal data, GIS, and technology systems and controls.
- Develop, evaluate, and recommend standards for operations and programs, policies, and procedures.
- Manage the design and delivery of reports and insights that analyze business functions, key operations, and performance metrics.
- Provide analytical and field reviews of the parking system to ensure strong internal controls and efficient operation.
Manage, coordinate, and supervise the Parking Division’s GIS and Mapping Program
- Establish short-term and long-term goals and plans for Computer Mapping and GIS.
- Oversee and assist staff responsible for coordinating and prioritizing client requests for mapping, GIS, records management, and asset management from all Parking Division sections
- Oversee and assist staff in the planning, development, and maintenance of the Parking Division’s GIS databases.
- Manage and assist staff in coordinating and planning spatial analysis processes and projects for the Parking Division.
- Manage and support staff in developing workflows, processes, and cartographic standards for print and web mapping within the Parking Division.
- Oversee and assist staff in coordinating, planning, and developing complex GIS data workflows utilizing programming, data integration, and database tools.
Oversee the technology, software, and equipment needs of the Parking Division
- Oversee and support staff with identifying, implementing, and managing all hardware and software requirements for the Division.
- Maximize the value of Parking’s existing IT investments by aligning and consolidating business processes with current solutions.
- Manage staff responsible for project coordination in collaboration with the IT Department.
- Guide staff in evaluating new parking technology.
- Oversee projects throughout the stages of budgeting, planning, implementation, and ensure proper documentation is provided.
- Four (4) years of experience in applying the following:
- Processing large data sets using computer programming software.
- Visualizing data using business intelligence tools.
- Analyzing large longitudinal data sets; building data collection and analysis tools; producing summary performance reports; and presenting findings; AND
- Two (2) years of experience in applying the following:
- Project management and relationship management and/or leadership skills;
- Communicating complex findings and insights to a non-technical audience;
- Leadership principles and practices; AND
- Familiarity with supervisory principles and practices, including labor relations and personnel management.
- Bachelor’s degree in computer science, data science, math and statistics, or other related field; AND
- Four (4) years of experience applying either of the following:
- Directly related professional experience in managing data, data collection, data entry, data maintenance, data analysis, reporting, and presentation; OR
- Leading quantitative projects with technical leadership.
