What are the responsibilities and job description for the Park Ranger/Parking Enforcement Officer position at Madison, City of (WI)?
Areas of responsibility in the Parking Division include uniformed work in the enforcement of City parking ordinances. Working under the limited supervision of the Parking Enforcement Supervisor and Parking Enforcement Leadworker, employees are assigned driving beats to enforce overtime violations, illegal parking, and related violations. Work involves considerable judgment and discretion in taking enforcement actions and/or providing related information/clarifications. Employees also identify abandoned or stolen vehicles and vehicles with outstanding warrants. Work also involves performing a variety of standard recordkeeping and reporting activities.

- Maintain an accurate log of contacts and actions taken and complete assigned associated reports.
- Follow established procedures for issuance of citations for parking, permit, and ordinance violations.
- Clear and secure park facilities each night, as directed.
- Enforce, compile, and administer Parks Behavioral Policy.
- Control park incident scenes, as assigned, to ensure that first responders are notified, all necessary information is obtained, and all required reports are completed.
- Testify in court regarding issuance of citations or other actions taken, as required.
- Issue parking citations to motor vehicles and/or engage in related informational efforts to achieve compliance.
- Respond to radio dispatch calls regarding parking violations and parking complaints.
- Provide visitor services to park users; answer questions and provide routine customer assistance and information.
- Support shelter rentals and Parks reservations with facility services, shelter cleaning, and resolving user conflicts, as needed.
- Assist with volunteers and programming.
- Assist community members in locating stolen, towed, or lost vehicles.
- Answer inquiries and give directions to the public.
- Provide public information/clarification regarding parking ordinances and policies of the City and department.
- Remove brush, pick up litter, empty trash, and perform minor repairs such as fixing fences and gates.
- Identify/report situations requiring corrective actions beyond your means.
- Follow pre-established procedures in preparing reports, updating kiosks, general cleaning, posting of signs, and customer follow-up, as directed.
- Monitor stock of supplies. Refill stock or report on necessary items.
- Clean, stock, and organize vehicles, including checking oil, gas, emergency lights, etc. Document any vehicle damage and distribute copies as appropriate. Report mechanical problems promptly to ensure safe operation of assigned vehicles.
- Utilize and follow protocol manuals, guidelines, and standard operating procedures, as assigned.
- Enter, retrieve, and compile computer information pertaining to vehicles and/or enforcement actions.
- Observe and record down/missing street signs and other hazardous street conditions or traffic accidents.
- Complete related reports.
- Properly maintain all City issued equipment (computers, ticket writers, phones, printers, etc.).
One (1) year of experience communicating or explaining organizational policies and procedures to the general public.
- Bachelor's degree in Criminal Justice, Natural Resources, Recreation Management, or a closely related field.

One (1) year of experience applying the following:
- Basic business practices related to customer service.
- Facility maintenance principles, equipment, and techniques.
- Principles of situational awareness and calmly handling difficult situations while maintaining personal safety.
- Computer software applicable to the duties of the position, including Microsoft Office (Word, Excel, Outlook, OneDrive, etc.) or similar productivity software.
- Understand, follow, and give oral and written instructions related to public safety and enforcement.
- Communicate effectively orally and in writing via radio, phone, computer, and in-person, using standard communications principals and law enforcement protocols.
- Effectively and efficiently work in difficult situations and/or with difficult people.
- Enter and retrieve data from various computer systems.
- Understand geography, read and comprehend maps, and safely and efficiently navigate City of Madison streets while driving.
- Operate a right-hand drive vehicle.
- Safely operate vehicles, including Utility Task Vehicles (UTV), off road, on bike paths, and under hazardous conditions, as required.
- Wear a prescribed uniform.
- Work independently and exercise initiative in identifying violations and taking appropriate enforcement actions.

- Possession of a valid State-issued driver's license. Failure to maintain a valid license will result in termination of employment, absent extenuating circumstances.
- eTIME Basic Operator and Mobile Data Terminal certification within three (3) months of hire. Failure to obtain and maintain the required certification will result in termination of employment, absent extenuating circumstances.
- Certification in First Aid/CPR within three (3) months of hire. Failure to obtain and maintain the required certification will result in termination of employment, absent extenuating circumstances.
- Ability to pass an enhanced law enforcement background check.
Physical Requirements:
- Ability to operate a motor vehicle that sometimes hauls a trailer.
- Ability to operate a Utility Task Vehicle (UTV).
- Ability to lift objects weighing up to 50 pounds without assistance and to lift objects weighing more than 50 pounds with another employee.
- Ability to work outdoors in all types of weather, at various times of day and night, and while driving, walking, standing, and performing repetitive arm movements when marking vehicles, or while performing heavy manual labor, maintenance, or custodial and repair tasks.
- Ability to frequently get in and out of vehicles.
- Ability to walk extended distances, up to 10 miles on a given shift, in all types of weather, when enforcing parking.
- Ability to bend, lift, reach, and pound stake-mounted signs into the ground, as necessary.
