The City of Madison Parking Division is seeking a new Enforcement Manager. This position involves responsible professional and managerial work in planning, coordinating, and implementing the programs, services, and budgets of the parking enforcement section. The Enforcement Manager will oversee the interpretation, application, and enforcement of local and state parking laws, zoning regulations, and signage codes.This role also includes managing enforcement operations, employee development, and communication activities within the Parking Enforcement Section. The section is responsible for ensuring the safe and efficient movement of vehicular and pedestrian traffic on Madison's streets and highways.Parking Enforcement maintains a strong customer service focus, addressing the needs of community members, visitors, businesses, and other government entities related to both public and private parking. Responsibilities include enforcing parking restrictions, issuing citations, directing towing operations, and resolving complex parking issues.The Enforcement Manager will assist the Parking Division Director with policy development and recommending processes and procedures related to parking enforcement. Work is conducted under the general supervision of the Parking Division Director, and is accomplished directly and through Parking Enforcement Supervisors, Lead Workers, and Enforcement Officers. Plan, organize, coordinate, direct, and monitor the programs, operations, and activities of the Parking Enforcement Section: Manage, coordinate, facilitate, and direct the activities of Parking Enforcement staff, including Parking Enforcement Supervisors, Parking Enforcement Lead Workers, and Parking Enforcement Officers.Develop, review, and implement the Enforcement Section's plans, procedures, goals, objectives, and related functions. Administer and monitor the Enforcement Section’s customer service standards, policies, and procedures.Identify and analyze efficiency improvement opportunities, implement needed changes, and manage the change process.Investigate and/or assign complaints involving section services. Participate in problem resolution and provide input and consultation as appropriate.Evaluate the job performance of Parking Enforcement staff to ensure compliance with expectations and departmental goals.Review, evaluate, and manage staffing levels to ensure effective and efficient service.Direct and supervise parking functions related to special events, such as street sweeping, towing events, snow emergencies, and community activities.Supervise staff directly and through lower-level supervisors: Ensure the enforcement of departmental policies and initiate appropriate action when necessary, including corrective action if abuse is detected.Identify and recommend hiring needs for permanent and hourly staff.Assign and monitor employees' work directly and through subordinate supervisors.Lead, direct, and oversee staff hiring, evaluation, coaching, development, and training.Respond to employee grievances.Develop, review, and implement the Enforcement Section's Field Training Program.Actively participate in the City’s employee engagement and training efforts.Meet regularly with supervisors to provide support and guidance, review progress, and resolve issues.Update staff on operational changes, ordinance changes, policy and procedures, and training materials; ensure personnel are properly equipped and fit for duty.Direct and oversee equitable recruitment and onboarding processes.Oversee the shift and vacation pick process coordination for the Parking Enforcement Section.Using data analysis measures, determine appropriate staffing levels, routes, shifts, and assignments.Develop, review, and implement policy and procedural changes related to enforcement operations: Evaluate State Statutes and City Ordinances; recommend improvements and changes.Manage, oversee, and develop Division policies relating to the citation appeals process.Plan and organize strategies to increase compliance with parking ordinances.Ensure that all complaints and aldermanic requests for service are adequately investigated and appropriate action is taken.Ensure that records are maintained, and retention schedules are followed.Oversee parking studies and recommend parking signage changes based on area needs and departmental goals.Participate in the development and/or review of policies and objectives as a member of the Parking Division's Management Team: Develop and monitor operating and capital budget requests for Parking Enforcement Operations.Oversee property and equipment maintenance, including buildings, vehicles, ticketing devices, and other related items.Assess latest trends to find new policies, procedures, technology, and equipment for Parking Enforcement.Oversee, coordinate, and manage the Parking Enforcement uniform items and guidelines.Serve as the TIME Agency Coordinator (TAC) for the Parking Division.Represent Division interests in a variety of City committees and meetings.Perform other related work as assigned.

Possession of a valid driver’s license at time of application.Completion of Transaction Information for the Management of Enforcement (TIME) certification within three (3) months of start date.Completion of TIME Administrator Certification (TAC) within the probation period.The selected candidate will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends and may also be expected to respond to situations requiring travel throughout the City.
