Property Appraiser

JOB SUMMARY

This position must be able to make appraisals of real property of the more common types and assist co-workers and the Chief Deputy Appraiser with assigned work. Must be 21 years of age per state law.

ESSENTIAL JOB FUNCTIONS

· Conduct field reviews of residential real property.

· Locate and identifies real property, referring to various maps.

· Collect and organizes building permits used to locate and value properties.

· Verifies accuracy of map and parcel numbers on permits.

· Research, analyze, and inspect property.

· Gather all information necessary for appraisals, such as size, zoning, use, location, construction quality, depreciation and market data.

· Lists property data and submits permits for data entry.

· Assist the public with questions on property valuation and related tax questions as needed.

· Assist the Chief Deputy Appraiser with records, maps, and public relations activities as assigned.

· Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

High school diploma or equivalent

Special Qualifications:

Must be 21 with a Valid Georgia Driver's License and a satisfactory Motor Vehicle Record (MVR) as required by state. Must possess or have the ability to achieve Appraiser I Certification within a year of employment.

Knowledge, Skills and Abilities:

• Knowledge of Assessor’s office functions.
• Knowledge of land and property value assessment procedures and guidelines.
• Knowledge of computers and relevant software programs.
• Knowledge of county personnel policy.
• Skill in in oral and written communication.
• Skill in the utilization of computer applications and techniques as necessary in the completion of daily duties.
• Skill in performing mathematical calculations.
• Skill in the accurate assessment of property values.
• Ability to learn under supervision; the methods and techniques involved in the appraisal of the more complex types of property..

PHYSICAL DEMANDS

Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities are required:

· Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

· Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

· Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

· Grasping: Applying pressure to an object with the fingers and palm.

· Handling: Picking, holding, or otherwise working, primarily with the whole hand.

WORK ENVIRONMENT

Work is performed primarily in outdoors where exposure to dust, dirt, fumes and noises is typically encountered during collection duties in all weather conditions.
