What are the responsibilities and job description for the PURCHASING MANAGER position at Madison County Government?
- Writes policy and has oversight of the purchasing process from start to finish in conjunction with the Auditors office. This includes but is not limited to receiving requests from departments for purchase of goods and services; confirms with Auditor that sufficient funds are available; assigns bid packages where necessary; prepares legal ads; receives bids, analyzes and presents to appropriate committee; prepares resolution and contract or purchase order.
- Assigns work in soliciting quotes, preparing required paperwork and processing invoices to purchasing staff. Audits the solicitation and receiving processes
- Validates invoices for purchases of goods and services; prepares documentation for committee approval; completes necessary analysis for presentation to Auditor.
- Manages Department budget and payment of invoices
- Oversees and monitors work assigned to clerical staff
- Issues confidential purchase orders and monitors purchases of goods and services.
- Oversees requests for proposals and informal purchase procedures for all departments in accordance with County ordinances and policies.
- Makes policy recommendations to Finance and Government Operations Committee concerning matters related to County Board Departments
- Assists in reporting ARPA funds and spending.
- Assists in County Property sales
- Manages County Auction and disputation of vehicles to Municipalities
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
