Responsible for developing and implementing strategies to advocate for Madonna Rehabilitation Hospitals at the federal, state and local government level. Monitors legislation and policy activities, advising senior leadership about potential impacts on Madonna and making recommendations about strategy. Assists with budget preparation and resource allocation, as well as planning and executing activities related to the pursuit of and securing public funds. In coordination with the Vice President of Development, monitor and plan quarterly Hospital Board meetings with updated public funding materials.

Essential Functions
- Advocate for Madonna's interests and priorities with governmental entities at all levels and agencies.
- Cultivate and maintain positive relationships with key legislators, government officials and agencies to enhance the hospitals' visibility and influence.
- Research, monitor and analyze legislation and policies that may impact the hospitals, providing timely updates and recommendations to senior leadership.
- Perform research, evaluation, and coordination and utilize marketing/education and direct face-to-face cultivation to secure funds for the hospitals.
- Provide bill analysis on proposed legislation at the state and federal level, and assist with drafting proposed amendments to advance the organizationâ??s strategies.
- Develop a wide range of materials in support of Madonnaâ??s public funding initiatives, including, but not limited to, legislative proposals, position statements, legislative summaries, talking points, fact sheets, testimony, and letters.
- Identify opportunities for collaboration with other healthcare organizations and advocacy groups to strengthen Madonnaâ??s collective impact on local, state and federal healthcare policy.
- Develop and implement effective communication strategies to convey the hospitals' priorities to local, state and federal policymakers, including the creation of advocacy materials and briefing documents.
- Coordinate and participate in relevant government affairs events, such as hearings, briefings and legislative meetings.
- Along with the Vice President of Development, administers the financial detailing of the annual budget and financial reporting activities of the public funding efforts.
- Oversee all special events related to public funding. Works with the Foundationâ??s Special Events Coordinator and the Director of Operations, to facilitate development, goals, identification of event underwriters and overseeing all related details of each event.
- Coordinate public funding plans with the Vice President of Development and CEO of MRH to ensure alignment with the goals of the hospitals.
- Ensure that funds are raised and utilized in accordance with applicable laws, regulations and agency regulations.
- Perceive relations with legislators and public agency staff as the primary focus of this position and continuously strives to put Madonna in the greatest light by meeting the needs of both.
- Bachelor's Degree in Political Science, Public Policy, Healthcare Administration or related field. Advanced degree preferred.
- Minimum four years of experience in government or government relations, with a strong preference for candidates with federal government experience.
- In-depth knowledge of federal healthcare policy and an understanding of the legislative process.
- Proven track record of successful advocacy and relationship building with legislators and government officials.
- Strong analytical and strategic thinking skills. Ability to work independently and collaboratively in a fast-paced environment.
- Must have strong project management skills to produce high-quality materials and reports under pressure and meet tight deadlines.
- Must have valid driverâ??s license and proof of good driving record.
