What are the responsibilities and job description for the Director of Capital Planning position at Maintenance & Operations Admin?
Please note, this position is a bond-funded position and future employment is contingent on the District possessing the necessary bond funds to continue with the position.
Primary Purpose:
Provide strategic oversight, coordination, and communication for the District’s bond-funded projects. This position focuses on bond program management and interdepartmental collaboration to ensure bond construction initiatives align with District priorities. The Director of Capital Planning works closely with governing bodies, bond oversight committees, District leadership, building principals and community stakeholders to build consensus and maintain transparency in all bond construction-related matters. This position will be entirely devoted to effectuating bond-funded projects.
Education / Certification:
Education: Bachelor’s degree in education, or a related field. Master’s degree preferred.
Experience: Two years of administrative experience in a leadership or planning role. Principal experience preferred.
Skills: Strong leadership, strategic planning, and communication skills with knowledge in public-sector construction management.
Special Knowledge / Skills:
- Expertise in strategic planning, capital improvement bond programs, and bond project management.
- Understanding of school finance, budgeting, and bond funding processes.
- Ability to communicate effectively with principals, directors, coordinators and District leadership to build alignment on bond projects.
- Experience working with governing bodies, school boards, municipalities, and regulatory agencies.
- Ability to analyze growth patterns and enrollment projections to ensure alignment with District priorities and bond-funded projects.
- Proficiency in stakeholder engagement, consensus-building, and clear communication diverse audiences.
- Understand construction laws and contract administration to effectively communicate project constraints, timelines, and expectations, fostering alignment and informed decision-making across the district.
- Familiarity with educational facility requirements and alignment of bond projects with instructional goals.
- Ability to develop and implement District-wide policies and procedures related to facilities and construction.
- Strong data analysis and reporting skills to support transparent decision-making.
Major Responsibilities and Duties:
Department Leadership
- Serve as the District’s primary liaison for construction planning with District and construction leadership, local municipalities, and community stakeholders.
- Facilitate communication and collaboration across departments to ensure bond projects align with educational and operational goals
- Lead internal strategic planning efforts for bond projects, ensuring alignment with District goals and clear communication across all stakeholders.
- Represent the District in meetings with city planners, real estate professionals, and external agencies to address facility needs.
- Develop strategic initiatives that promote collaboration, alignment, and informed decision-making to optimize bond-funded projects.
Facilities and Construction
- Serve as the key liaison between external planning teams and internal staff.
- Maintain up-to-date records on school capacity, facility conditions, and future space needs and the impact of such on bond-funded projects.
- Monitor District growth and demographic trends and the impact of such on bond-funded projects.
- Work closely with the Chief Operations Officer and the Director of Construction to ensure planning efforts align with project execution.
- Ensure all new construction and renovation projects support educational programming goals.
Stakeholder Communication & Public Engagement:
- Communicate complex facility planning and construction topics in a clear, accessible manner.
- Facilitate communication among stakeholders, promoting consensus, and supporting the execution of bond initiatives from planning through implementation.
- Provide regular updates on project progress to District leadership and governing bodies, ensuring alignment and informed decision-making.
Budget
- Work with leadership and advisory committees to ensure stakeholder transparency and accountability.
- Track and report bond expenditures, project timelines, and budget updates to district leadership and governing bodies.
- Develop and maintain public-facing communication strategies regarding bond projects.
Department Personnel
- Provide leadership and guidance to facilities planning staff.
- Oversee training and professional development programs for District employees related to bond-funded projects.
- Collaborate with human resources to ensure appropriate staffing levels to meet District construction planning needs.
Other
- Attend Board meetings and provide presentations on bond construction planning initiatives.
- Serve on District, state, or community committees as needed.
- Stay informed on best practices and emerging trends in school bond construction planning.
- Perform other bond construction related duties as assigned by the Chief Operating Officer.
Supervisory Responsibilities:
Supervise and evaluate the performance of facilities planning staff.
