GENERAL STATEMENT OF DUTIES

To hold youth offenders accountable and provide opportunities for reformation. Performs all duties of a Juvenile Counselor, as set forth in ORS 419A.010 - 419A.016. Responsible for counseling, rehabilitation, guidance and supervision of youth who have criminal referrals or at-risk behaviors.

SUPERVISION RECEIVED

Will work under the general supervision of the Director of the Juvenile Department, who review for adherence to the appropriate policies and for results obtained and conduct informal discussions of concern as required.

SUPERVISION EXERCISED

Supervision of other employees is not normally a responsibility of positions in this classification.

Essential Functions

ESSENTIAL FUNCTIONS :

The following description of duties may not be all inclusive and other duties may be assigned at the discretion of management).

  • Supervise youth placed on formal probation by the court or Informal probation with the Juvenile Department (Formal Accountability Agreement (F.A.A.))
  • Conduct / participate in Court hearings to include arraignments, adjudication, disposition, probation violation, detention and review. Prepare court documents when appropriate.
  • File motion and orders for termination of youth's probation.
  • Prepare court reports and present information to the court as needed. Participate in pre-trial conferences and provide input into negotiations.
  • Ensures that the youth complies with and / or completes the conditions set forth in their court orders or FAA's. Tracking conditions, services, and treatment progress.
  • Assign and monitor sanctions i.e. house arrest, electronic monitoring, detention, community service work, suspension of driver's license, etc.
  • Prepare paperwork and conduct Formal Accountability Agreement meetings with youth and family and supervise the case accordingly.
  • Coordinates case management with other agencies and residential programs.
  • Serves as a liaison between juvenile court services, schools and other agencies regarding youth offenders and at-risk youth.
  • Organize and supervise community service work crews. Assist with arranging community service job sites for youth. Notify youth of job and reporting requirements.
  • Represent the department in a professional manner and attend and participate in staff meetings, committees and events.
  • Refer youth and / or family to appropriate community resources.
  • Access funding streams and resources by preparing the proper paperwork to access funds.
  • Provide services beyond normal office hours as necessary, to include evenings, nights, weekends, and holidays. Be available after normal office hours for on-call purposes as assigned.
  • Create and maintain notes for case management purposes, to include but not limited to contacts, treatment and school updates, and case summaries.
  • Provide transportation to youth and families for treatment, school, and community service, etc. as needed.
  • Provide secure transport to detention and treatment programs as required.
  • Administers small groups when applicable.
  • Provide general information to the public as requested regarding juvenile trends, prevention strategies and efforts used to combat juvenile delinquency. Be active in prevention activities that are available in the community.
  • Interact professionally and courteously meet and deal effectively with other employees, department heads, outside agency personnel and the public.
  • Regular physical attendance at the employer's facility is required.

Qualifications

QUALIFICATIONS

Must possess a Bachelor's Degree in Behavior Sciences and two years of experience working with juveniles in a Social Services or Judicial System; or a satisfactory combination of experience and training that would provide the required knowledge, skills and abilities.

SPECIAL REQUIREMENT

  • Ability to be certified in CPR and First Aid within 6 months.
  • Juvenile Counselor certification from Oregon Juvenile Department Directors Association within one year of appointment or sooner if available.

  • Experience working communicating and serving the public
  • Proficient with data entry
  • Speaking and understanding Spanish is desired.
  • Familiar with juvenile laws
  • Familiar with court processes and procedures

  • BACKGROUND CHECKS

    Knowledge, Skills & Abilities

    KNOWLEDGE, SKILLS AND ABILITIES

    Reasonable Knowledge of : Court procedure and processes. Juvenile behavioral problems and methods of treatment regarding substance disorders, mental health disorders, anger management, physical abuse, emotional abuse. and sexual abuse; Small group counseling methods and techniques

    Considerable knowledge of : Case management, practice and procedures. Laws relating to juveniles, social work and juvenile corrections theory, practices and procedures to be able to identify the problem, decide on an appropriate action, and provide indicated services; Thorough knowledge of : Interpersonal communication, observation and interviewing techniques.

    Ability to : Communicate effectively both orally and in writing; work independently, as well as in a team environment; ability to develop and maintain effective working relationships with youth, parents and other agency personnel, judges and co-workers; maintain confidentiality; comprehend and follow complex instructions; learn, interpret and implement juvenile legal requirements and department policy; establish and maintain reports; ability to act effectively and with maturity in stressful and / or emotional situations.

    Skill in : Interviewing, counseling and listening techniques and principles; dealing with aggressive juveniles and / or parents; Writing clear and concise reports.

    GUIDELINES

    Work is performed within Federal, State, County, and departmental laws, rules, regulations and ordinances; and personnel policies; Employee uses judgment, initiative and experience to interpret and be creative and effective with case management.

    PERSONAL CONTACTS AND PURPOSE OF CONTACTS

    Employee will have contact with co-workers, department heads, the public and other agencies to provide service, interpret policy and give or exchange information.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT

    Work is performed in a variety of settings to include office courtroom, schools, homes, and community and driving / riding to these sites is required. Also may require bending, kneeling, climbing, lifting up to 25 pounds, pushing reaching, standing and walking.
