GENERAL STATEMENT OF DUTIES

Coordinates and directs the activities of the Ambulance Service District (ASD) according to the bylaws of the district, ORS Chapter 451 and as described herein.

Hours worked per week are 22.5 hours that generally consist of a schedule of three 7.5 hour days. EOE.

SUPERVISION RECEIVED

The ASD Coordinator serves under the direction of the Malheur County Court, which is the governing body and Board of Directors of the ASD. The ASD/EMS Advisory Board reviews policies and practices and makes decisions and recommendations to the ASD Board of Directors and ASD Coordinator. The ASD/EMS Advisory Board reviews performance of ASD Coordinator and provides feedback to the ASD Board of Directors.

SUPERVISION PERFORMED

None. Support staff does not exist for this position.

ESSENTIAL FUNCTIONS

(The following description may not be all inclusive and other related functions may be assigned at the discretion of the ASD).

· Serves as coordinator of the Malheur County Ambulance Service Area (ASA) Plan, pursuant to ORS Chapter 682, and Oregon Administrative Rules Division 333 Chapter 260 to included, but not limited to: development, implementation, annual or periodic revision of the Plan; provider (ambulance and other EMS providers) compliance with the Plan, ensures effective operations within the Plan and works with Oregon Health Authority.

· Coordinates the ASD/EMS Advisory Board. Serves as Executive Secretary to the ASD/EMS Advisory Board and fulfills these duties as set out in the ASD/EMS Advisory Board bylaws (January 2020, as may be amended from time to time).

· Implements the County Ambulance and Emergency Medical Services Ordinance (Malheur County Code Title 3 Chapter 7) and in coordination with County Counsel makes/recommends any necessary revisions.

· Serves as the secretary to the ASD Quality Assurance Committee. Serves as secretary to sub-committees formed by the ASD/EMS Advisory Board and coordinates such activities with the subcommittee chair and ASD/EMS Advisory Board chair.

· Works closely with the supervising physician. Maintains standing orders (protocols) for County EMS providers in cooperation with the supervising physician.

· Manages requests and the distribution of ASD funds as described in the bylaws of the ASD/EMS Advisory Board. Reviews all invoices for medical supplies ordered and paid with ASD funds.

· Coordinates and participates in county/regional training events in coordination with Chief Training Officers of the County EMS providers, the Malheur County Emergency Manager and Sheriff’s Office.

· Prepares and manages the budget of the ASD in accordance with local budget law. Works with the Malheur County Assessor to ensure the ASD annual assessment and service fee are properly reflected on real property tax statements of households, businesses, hotels, motels and by number of full time employees. Works with County Budget Officer.

· Oversees management of the Personal Service contracts between Malheur County and ambulance and EMS providers, mutual aid agreements and intergovernmental agreements with providers/ agencies in Oregon and Idaho.

· Works closely and meets regularly with all ambulance and EMS providers in Malheur County (i.e. TVP, City of Vale, rural and city fire districts, Jordan Valley Ambulance, QRUs).

Review run logs and charts with supervising physician and quality assurance committee. Maintains confidentiality.

· Courteously meets and deals effectively with County employees, department heads, elected officials, outside agency personnel and the public.

· Assists with developing request for proposals/qualifications for providers of ASA areas.

· Performs all (100%) of telephonic, email, communications, correspondence, clerical, mailing, copying, filing, and word processing associated with the position.

Serves on community boards as approved/assigned by ASD – including Malheur County Community Mental Health, Local Alcohol and Drug and Development Disabilities Advisory Committee.

· Regular physical attendance at the employer’s facility is required.

QUALIFICATIONS

Four years of progressively responsible experience in multi-disciplinary emergency services activities in both management and field response.

Due to potential conflict of interest, the ASD Coordinator may not be affiliated with or have family members employed with any ambulance provider under contract with Malheur County.

PREFERRED KNOWLEDGE AND SKILLS

· Past Government experience

· Certified EMT Paramedic or EMT Intermediate (active license not necessary)

· Experience developing and managing budgets

· Experience working with volunteer agencies

· Experience working with rural EMS systems

· Proficiency in MS Word

· Proficiency in MS Excel

Job Type: Part-time

Pay: $30.60 per hour
