What are the responsibilities and job description for the Military Multi-Domain Operations Expert, Mid-Level position at Man-Machine Systems Assessment?
Overview:
At MSA, you will be working with a diverse team of experts working to strengthen the preparedness of our Nation through innovation in technical and analytical services. While our typical team member has a master’s degree in his or her field of expertise, we also have a mix of Ph.D. scientists, analysts, and technicians – many with backgrounds in military or government service. We look for candidates who want to embrace our culture, our philosophy, and our mission to prepare and strengthen our nation and our communities.
Responsibilities:
Provide and apply expertise related to two or more of the following warfighting domains: Land, Air, Maritime, Space/Near Space, Cyber, Electromagnetic Spectrum. Address and provide solutions to the complex current and future strategic, operational, and tactical challenges brought forth due to changes in technology and warfighting concepts, supporting modernization of Test and Evaluation (T&E) infrastructure, processes, concepts, and tools. Develop and implement new approaches and solve Joint Force challenges with T&E in multidomain environments.
Apply expertise in military Multi-Domain Operations (MDO) as a team member supporting T&E Policy Analysts, T&E Engineers, and Software Tool Developers. Advise as new OT&E and LFT&E capabilities are developed and implemented to ensure operational relevance and realism with respect to the current and future MDO warfighting landscape, to support the evaluation of operational performance of military systems. The following are specific examples of tasks requiring MDO subject matter expertise. Task assignments will be determined based on the candidate’s strengths among these areas.
· Develop T&E concepts that are operationally relevant and not currently achievable due to gaps in current test infrastructure. Use these concepts as a basis to develop requirements for the “range of the future” – i.e., to identify test infrastructure needs to achieve these T&E concepts.
· Identify the test infrastructure requirements needed to achieve an adequate representation of the multi-domain operating environment in test (OT&E, LFT&E). In doing so, draw from experience in areas such as: (1) concepts of operations and employment (CONOPS/CONEMP), (2) interoperability of OT&E and LFT&E capabilities across DoD ranges, (3) live, virtual, and constructive (LVC) systems and environments, (4) interconnected networks, (5) National Defense Strategy critical technology areas, and (6) cost-benefit analysis.
· Develop and demonstrate the joint T&E concepts on Joint Staff-validated mission thread kill web and joint warfighting concept examples.
· Determine how to leverage existing large force exercises in support of OT&E and LFT&E.
· Develop requisite digital tools and capabilities to support the evaluation of system-of-systems performance including but not limited to high-level operational effects in multi-domain operations.
Required Education/Experience:
Must possess a Bachelor’s degree and have 4 years of professional experience in DoD system designs, technologies, T&E, or warfighting specific to two or more warfighting domains (sea, air, land, space, cyber, electromagnetic spectrum), including experience with one or more of the following: AI-enabled systems, autonomous systems, software-intensive systems, joint all-domain command and control solutions, space systems, and electromagnetic spectrum-dependent systems. Direct experience with DoD OT&E or LFT&E agencies preferred (e.g., DOT&E, AFOTEC, ATEC, MCOTEA, OPTEVFOR).
Salary range: $83k - $103k, depending upon quality of relevant experience.
