The Senior HR Administrator (Payroll HRIS Benefits) (Temporary, Part-Time) will leverage a deep knowledge of HR, payroll, and benefits administration to learn and execute existing People Culture processes to ensure the smooth operations of the department, in support of the overall success of Managed Solution. This individual will be responsible for executing a broad range of functions to support the daily operations of the People & Culture Department. Essential Duties and Responsibilities: Payroll/HRISUtilizes Paylocity to facilitate multi-state payroll processing in accordance with the requirements of Managed Solution policies and applicable regulations, to include bi-weekly payrolls, commission/bonus checks, and off-cycle manual checks, such as final checks.Reviews employee timesheets to ensure all correction requests/time off entries are processed and identify timesheets that may require further attention from the employee or supervisor.Responds accurately to verifications of employment upon request, in accordance with Company policies and procedures.Accurately processes and administers income withholding orders, as outlined in the documentation received and in accordance with applicable laws and regulations based on the outlined jurisdiction and/or employee location.Administers the Company’s HR Information System (Paylocity), including employee digital file management and processing employee record changes, ensuring accuracy of all entries/transactions.Provides employee end-user support regarding accounts and system utilization. BenefitsManages Open Enrollment, qualifying life event, and new-hire related benefits tasks, including distribution of information/required notices, coordination of benefits overview meetings, communication of benefits information, entry of payroll deduction updates to the HRIS, and performance of all related activities to ensure accurate and timely management of Managed Solution’s benefits portfolio.Effectively processes employee benefit elections and changes via Ease online enrollment tool. Ensure accurate communication of employee elections and changes to carriers in accordance with employee eligibility and elections.Ensures timely notifications related to COBRA rights by processing qualifying beneficiary information via the third-party administrator’s website. Recruiting, Onboarding/Off-boardingAssists with coordination of department leaders and Director of Finance to manage the Position Headcount Report to track headcount, open seats, and positions open for recruiting. Communicates with Talent Advisor regarding approved-to-hire vacancies and passive recruiting requests.Supports pre-hire activities as needed, including ordering and/or reviewing candidate background checks.May coordinate and facilitate remote and in-person new-hire/rehire onboardings to ensure team members are set-up for success and required documentation is completed/filed.Conducts engaging and informative new hire training to orient employees to benefits, payroll, and company systems.Coordinates an effective offboarding process for separating employees, to include benefits transition, COBRA notification, exit interview, and final check processing. Compliance & AdministrationReviews, processes, and responds to department-related mail, including updated tax rate notices, unemployment claims, withholding orders, etc.Tracks and documents compliance with required training, including security, HIPAA, and anti-harassment programsMaintains compliance with applicable company policies and federal, state, and local employment laws and regulations, ensuring adherence to recommended best practicesCoordinates and submits accurate records for EEO, California Pay Data, and other required reporting and documentation requirements. Employee RelationsCoordinates with third-party administrator regarding leaves of absence for tracking, payroll, and insurance premium management as needed. Refers employees to the Leave Administrator as appropriate.May support and manage employee relations issues by advising leadership team members, facilitating conflict resolution, and addressing employment-related inquiries, escalating complex matters as appropriate.May facilitate and/or participate in employee disciplinary meetings, performance improvement plan development, terminations, and investigations, including coordination and development of appropriate documentation.May manage workers compensation claims as needed, communicating directly with the employee, and filing claims as appropriate. Requirements: Education and Work Experience Requirements:5 years of HR work at the Generalist level (or higher), including 3 years of direct experience administering benefits and payroll.Multi-state employment experience highly desired; strong proficiency in California employment laws and regulations required.SHRM/HRCI certifications (PHR, SHRM-CP or higher) or payroll professional certification highly desired.Prior experience handling reporting/compliance tasks at a company with > 100 employees highly desired.Demonstrated ability to quickly learn and implement processes and procedures in accordance with Company standards.Demonstrated ability to strategically manage time, resources, and efforts to meet performance expectations.Demonstrated ability to navigate and resolve complex employee relations issues in accordance with applicable federal, state, and local laws/regulations.Excellent verbal and written English communication skills, including ability to effectively communicate across levels of the organization and with diverse populations.Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices. Technical Skills/Competencies:Strong proficiency in HRIS administration and payroll processing systems required. (Paylocity experience highly preferred)Prior administration experience for online benefits elections tools preferred. (Ease experience highly preferred)Demonstrated ability to learn and utilize new technologies to execute tasks, including the ability to train others regarding system use.Strong proficiency in Microsoft business applications required, including Office365, Outlook, Excel, Word, Forms, SharePoint, Teams. Shift Availability: Work will be scheduled Monday through Friday, with hours to be agreed upon based on Company needs. This position will generally be scheduled for twenty hours per week and may work no more than 29 hours within a workweek. Work Location: This position will primarily work from the Company's headquarters in San Diego, CA.
