Management Sciences for Health (MSH) is seeking a Deputy Chief of Party / Technical Director for an anticipated USAID-funded integrated health activity in the DRC. This position will support the country's Ministry of Health in building stronger, more resilient health systems, ensuring equitable access to care, and advancing universal health coverage (UHC). The activity will focus on governance, health financing, health information systems (HIS), Global Health Security (GHS), and overall health systems strengthening (HSS). The DCOP will play a pivotal role in coordinating efforts to implement UHC, increase financial sustainability, improve accountability, and enhance service delivery.MSH is a global health nonprofit organization and has been working since 1971, MSH has been working to strengthen health systems in over 150 countries, ensuring equitable access to healthcare and strengthening capacity at all levels. Our approach focuses on collaboration with local partners, from ministries to communities, to achieve sustainable health improvements.This position is subject to project award and funding.QUALIFICATIONSOVERALL RESPONSIBILITIESThe DCOP / Technical Director will be responsible for overseeing the technical direction of the project, ensuring that staffing and resources are aligned to achieve the project's goals. With guidance from the Chief of Party (COP), the DCOP will lead and coordinate all technical services across key areas such as governance, health financing, and health information systems (HIS), global health security (GHS), while ensuring synergies and cohesion between the various result areas. The DCOP will ensure that the project's strategies and technical approaches are grounded in best practices and tailored to the DRC's health system needs. S / he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve including but not limited to timely production of high-quality documentation of the project's successes and lessons learned for local and international audience, as well as quarterly reports. The role will involve fostering strong relationships with key stakeholders, including USAID, the Ministry of Health, local partners, and the private sector, to ensure successful implementation of project objectives.SPECIFIC ACCOUNTABILITYProvide technical leadership and managerial oversight for all project components, ensuring effective implementation and timely reporting of activities to donors, USAID country missions, and MSH headquarters. Lead the development of strategies to improve public financial management (PFM) and strengthen health sector governance. This includes collaboration with provincial health authorities to support budget processes, resource tracking, and operational planning. Design and promote domestic resource mobilization strategies in collaboration with the Ministry of Health, identifying opportunities for innovative financing mechanisms to strengthen the sustainability of health services. Expand access to health insurance schemes, with a focus on the informal sector. This includes developing strategies for strategic purchasing and increasing coverage, ensuring the affordability and sustainability of health insurance systems. Strengthen Health Information Systems (HIS) by promoting the collection, management, and use of high-quality data at all levels of the health system. Collaborate with government counterparts and other stakeholders to ensure that HIS platforms are integrated, accessible, and used to support evidence-based decision-making and program planning. Ensure effective collaboration and coordination with HIS teams to enhance data analysis capabilities, reporting accuracy, and the timely dissemination of information to support project implementation and evaluation. Coordinate project efforts to strengthen health governance, working closely with the Ministry of Health to promote accountability and transparency in health sector management. Promote a locally led approach to project design and implementation, fostering the integration of local knowledge, capacity strengthening, and sustainable health system strengthening practices. Maintain strong partnerships with local implementing partners (LIPs) and other stakeholders to ensure effective and locally driven implementation of the project. Work closely with the Director of Finance and Administration (DFA) to adapt management systems and standard operating procedures (SOPs) that ensure compliance with USAID regulations and efficient use of project resources. Lead the development of annual workplans, ensuring alignment with USAID and Ministry of Health priorities, while creating synergies between program components and technical areas. Support the COP in managing human resources, including external consultants, to ensure the team has the right expertise and capacity to achieve project results. Act as the Chief of Party (COP) in their absence, providing leadership and guidance to project teams and ensuring continued progress toward project goals. Oversee the development of concept notes and other documentation to support new programming, based on emerging health challenges or opportunities identified through the project's work. Contribute to the project's knowledge management system, ensuring that lessons learned, and best practices are documented and shared with relevant stakeholders to inform future health programming. Guide the project team in strengthening the system to improve the resilience and capacity of the public health system, advance the global Health Security Agenda while assuring a one health approach. Ensure effective coordination is established and maintained with the relevant MSH support team in the Health Programs Group. The DCOP shall guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks. Work in close collaboration with the project leadership team to ensure coordinated and effective operational support for the project. Coordinate project liaison and collaboration with partners, donors, USAID / DRC, clients and stakeholders, including MSH headquarters. Maintain a USAID / DRC partnership that engenders trust and respect and build USG's confidence in MSH's ability to get the job done.QUALIFICATIONSAdvanced degree (Master's or higher) in public health, social sciences, health economics, or a related field. A minimum of 8 years of experience in managing and implementing large-scale international development projects, with experience in two or more technical areas such as health systems strengthening (HSS), health financing, health information systems (HIS), and governance. At least 5 years of supervisory experience, with a proven track record of building and managing high-performing teams and fostering collaboration to achieve project goals. Good knowledge of the health system in DRC, especially at the central and Provincial level Extensive experience working in developing countries or other fragile and conflict affected country preferred Strong familiarity with USAID regulations and administrative procedures in managing donor-funded projects. Demonstrated experience in public financial management, domestic resource mobilization, and health insurance schemes. Experience working with health information systems (HIS) and promoting the use of data for decision-making in health sector management. Proven ability to build and maintain relationships with senior government officials, donors, NGOs, and private sector partners, with a focus on promoting locally driven solutions. Strong strategic thinking, negotiation, and conflict management skills, with the ability to navigate complex stakeholder environments and balance competing priorities. Professional proficiency in English and French is required.
