The City of Thomasville is seeking a Management Information Systems (MIS) Director with a proven track record of strategic Information Systems management and planning experience. The MIS Director is responsible for maximizing the performance, reliability, and efficiency of the City’s technology infrastructure and resources. This leadership role involves planning and directing to achieve the City’s goals and mission, MIS operations management, and coordination of specialized projects supported by contractors. MIS supports over 300 full and part time employees. Reporting to the Assistant City Manager, the MIS Director oversees a team of two employees and ensures technology initiatives align with the City's objectives.
Key responsibilities include:
- Developing and implementing MIS plans, policies, and procedures.
- Leading and mentoring the MIS team while managing contractor led specialized projects.
- Overseeing and managing MIS operations, including LAN/WAN networking, PC and peripheral repairs, and operating systems.
- Developing and implementing robust systems analysis, design, and project management techniques.
- Ensuring appropriate data security, storage efficiency, and recovery measures.
- Maintaining advanced data storage and backup solutions to ensure optimal performance and reliability.
- Maintaining comprehensive backup and disaster recovery plans to ensure data integrity and business continuity.
- Conducting regular testing and updates to disaster recovery protocols to address emerging threats and evolving needs.
- Ensuring contractor support for services such as VoIP.
- Overseeing website development and maintenance, including JavaScript functionalities.
- Managing and maintaining the City’s social media presence.
- Ensuring compliance with MIS standards and regulations.
- Administering and maintaining key City systems, including:
- Microsoft Server
- Microsoft Exchange
- Microsoft SQL Server
- Microsoft 365 (including OneDrive and cloud-based applications)
- Veritas Backup Exec
- Norton Corporate Antivirus
- OSSI RMS/CAD applications
- Naviline (Central Square)
- IBM iAccess Client Solutions
Qualifications include:
Education
- A Bachelor’s degree in Information Science, Computer Science, or a related field, or an equivalent combination of education and experience.
Experience
- 6 years of progressive experience in MIS management and planning.
- Significant experience with MIS operations and advanced storage solutions.
- Experience managing LAN/WAN networks, systems design, and project management.
- Proven supervisory experience with a track record of team leadership.
Preferred Skills
- Proficiency in data storage and backup solutions, including cloud and on-premises systems.
- Knowledge of backup and disaster recovery design and implementation.
- Knowledge of JavaScript, website development, and social media management.
- High proficiency with Microsoft and IBM platforms used in local government contexts.
Certifications (preferred, but not required)
- CompTIA A or Network
- MCP, MCSA, MCSE, and storage solutions certifications.
The ideal candidate will have a proven leadership track record, technical expertise in network communications and storage systems, and a collaborative approach to managing technology initiatives in preferably a local government setting. Familiarity with public safety applications is highly desirable. A valid North Carolina driver’s license is required.
