Position Summary:

Reports to the to the center director. Directly supervises directorates and departments designated by the center director. Acts on behalf of center director. Assists center director in planning and managing center operations and administration, in compliance with government and management directives.

Essential Functions:

  • Plan, coordinate and direct the administrative and programmatic activities of the directorate.
  • Provide staff training, evaluate staff performance, and implement departmental changes as approved by the center director and coordinated with the manager, human resources prior to implementation.
  • Develop departmental budget; monitor and control expenditures, and review and recommend changes to budget authorizations.
  • Develop and implement new and revised policies and procedures affecting the directorate and subordinate departments; coordinate with other departments to ensure compliance with overall center objectives.
  • Regularly assess and audit directorate for contractual compliance and quality of services to students; prepare audit and assessment reports.
  • Conduct audits and assessments regularly; prepare related reports; maintain a comprehensive center self-assessment system for areas of responsibility.
  • Assist center director in planning, coordinating and directing the administrative and programmatic activities of the center; serve as acting center director in the director's absence.
  • Regularly inspect facility; maintain quality standards.
  • In the absence of the center director, conduct management meetings, maintain communication with student body through various conduits and maintain interface with national training contractors.
  • Assist in formulating long-range objectives, plans and programs.
  • Monitor labor budget and ensure staffing within budgetary limits.
  • Coordinate the operation of the social skills training (SST) program; schedule required group sessions and ensure adherence to program requirements and record keeping.
  • Assist center director in maintaining communication with student population.
  • Coordinate student survey and student accountability team.
  • Assist in analyzing statistical trends, organizational problems and operational requirements for review and appropriate action.
  • Oversee Privacy Act compliance.
  • Provide positive, quality customer service to students, staff and other center customers.
  • Support, promote, and enforce the Job Corps’ Zero Tolerance Policy.
  • Participate in student employability programs and activities.
  • Promote the development of career success standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions.
  • Maintain accountability of students and property; adhere to safety practices; attend all required staff training.
  • It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

  • Bachelor's degree and four years related experience in program management, three of which must be managerial.
  • Experience with youth, excellent written and verbal communication skills and computer proficiency required.
  • Valid driver’s license with an acceptable driving record.
