Work Location : 1112 Manatee Avenue West, Bradenton, Florida 34205
Work Hours : Monday - Friday, 8 : 00 AM - 5 : 00 PM
Responsible for all operations of Manatee County's building services including Permitting, Plans Review, Inspections, and Floodplain Management. Also serves as the County Building Official.
- NOTE : This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working Conditions
Indoor office situation, typically. Periodically required to work outdoors, possibly in inclement weather. High noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.
Job Description
Essential Functions

Manages operations of the Building Services Division to include Permitting, Plans Review, Inspections, and Floodplain Management. Implements effective programs and policies to ensure successful accomplishment of Division goals, objectives and standards.
Confers with business and industry groups; developers; community groups; state, regional, and local partners; and other stakeholders regarding Division projects, programs, and best practices to promote strong relationships.
Prepares key reports on Division projects and programs and makes presentations to the Board of County Commissioners, Construction Trades Board, Code Enforcement Special Magistrate, citizen groups, and the general public.
Serves on boards, commissions, committees, and working groups within area of responsibility.
Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure division goals are met and high-quality customer service is maintained. Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.
Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Develops, interprets, and implements management policies for area of responsibility.
Develops annual budget for Building Services Division. Monitors revenue and expenses and allocates fiscal resources appropriately. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.
Responsible for regulatory compliance to ensure that all work is completed in accordance with applicable laws and government regulations.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in architecture, engineering, planning, or a related field.
Ten (10) or more years of progressively responsible experience in code enforcement, construction management, or a related field in a public sector environment.
Three (3) or more years of management experience required.
Florida Building Code Administrator License required.
Valid driver's license with valid Florida driver's license within 30 days of hire.
A comparable combination of work experience and training may be substituted for education requirements.

Strong organization, prioritization, analytical, and problem-solving skills in order to effectively manage Division and attain goals set. Able to resolve difficult and complex problems and situations.
Strong knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities, including Building Codes, Land Development Codes, Comprehensive Plans, and FEMA regulations.
Strong knowledge and understanding of computer systems and software applications required to perform job responsibilities.
Strong verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, elected officials, business leaders, the general public, and government regulators. Able to influence others regarding policies, practices, and procedures.
