General Information

Work Location: 1112 Manatee Avenue West, Bradenton, Florida 34205

Work Hours: Monday - Friday, 8:00 AM - 5:00 PM

Ensures advanced managerial and administrative activities of considerable difficulty in the supervision of either the planning or building divisions and incumbent reports directly to the Director of Development Services. Responsible for ensuring successful operations of all planning or building services within the County to align with long-term strategic goals that plan for county infrastructure and integrate service delivery coordination across multiple departments. Responsible for the direction, administering implementation, and review of all types of development, whether planning or building services, and their relationship to other Departments, the County's budget, Capital Improvements Plan, Comprehensive Plan, the Florida Building Code, other existing plans by County departments and agencies, and other relevant codes and ordinances.

Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

Working ConditionsTypical indoor office environment. Periodically required to work outdoors, possibly in inclement weather. High noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance. Periodic high stress situations that may involve angry or frustrated citizens. Regularly required to work other than normal business hours.

Job Description

Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Directs activities and programs of the planning or building divisions to ensure adherence to applicable laws, regulations, rules, policies and procedures, and that goals, objectives and standards are met in a timely and effective manner.

Directs the development of policies and procedures; division area specific budget; short and long-range plans; administration over the enforcement of all building codes and ordinances; administration and guidance with the interpretation and enforcement of applicable planning, zoning, and building codes, National Flood Insurance Program (NFIP), environmental regulations, as well as other pertinent local, state and federal laws; establishing or recommending the establishment of service fees in accordance with applicable laws; resolving problems or citizens' complaints relating to the issuance of code violations and the interpretation of same; ensuring the training/retraining of technical personnel for the maintenance of applicable certification in their respective fields; ensuring the preparation of records and reports; and performing related duties as required.

Ensures consideration of and connectivity with community and human needs for a well-integrated planning and implementation process for long-term and strategic planning.

Directs the preparation of reviews and modifications of various County plans. Meets regularly with the Board of County Commissioners, Planning Commission, and other local and regional governing or professional boards and committees.

Directs the development review or building process. Assures consistent application of legal requirements.

Confers with department heads, outside agencies and organizations, contractors, developers, and citizen groups to advise and promote good community relations for the County. Attends county and regional meetings when necessary.

Serves on boards, commissions, committees, and working groups within functional areas of responsibility.

Reviews the effectiveness of programs, policies, and procedures and recommends changes.

Provides management and guidance to subordinate managers. Mentors and coaches, those managers. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.

Directs interdepartmental teams undertaking complex projects and studies. Gathers and evaluates information and preparing and presenting reports and recommendations.

Supervises consultants retained to provide particular expertise in project studies, programming, development, design, or management. Participates in the selection, hiring, and development of contracts with consulting firms. Participates in the negotiation of contracts with outside consultants. Acts as owner’s representative for the County in directing consultants.

Supports and integrates economic development and community redevelopment into long-range strategies for growth and infrastructure.

Conducts Planning Commission, Land Use, and related public meetings and hearings.

Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Develops, interprets, and implements management policies for area of responsibility.

Develops annual budget for assigned division(s). Monitors revenue and expenses and allocates fiscal resources appropriately. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.

Responsible for ensuring regulatory compliance to guarantee that all work is completed in accordance with applicable laws and government regulations.

Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Attends educational events that will increase professional knowledge and be otherwise beneficial to the County.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree in urban planning and development, architecture, engineering, or related field. Master's degree preferred.

Eight (8) or more years of progressively responsible management experience in planning, code enforcement, construction and/or project management, zoning, geographic information systems management, public administration, or a related field, to include at least four (4) years of management responsibility in public sector community development, development services, building department, or similar discipline area.

American Planning Association (AICP) certification or current Professional Engineer (PE) license preferred.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Excellent organization, prioritization, analytical, and problem-solving skills in order to effectively manage area of responsibility and attain goals set. Able to resolve difficult and complex problems and situations.

Expert knowledge and understanding of modern methods, procedures, principles, and practices of current and long-range planning and/or building construction services.

Expert knowledge and understanding of principles, practices and trends of urban, suburban and rural planning and development and/or building construction services.

Excellent knowledge and understanding of governmental budgeting and fiscal management.

Expert knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities, including local, State, and Federal legal requirements applicable to planning and development and/or building construction services.

Excellent knowledge and understanding of computer systems and software applications required to perform job responsibilities.

Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, elected officials, business leaders, the general public, and government regulators.

Able to influence others regarding policies, practices, and procedures.
